In modern times,under the leadership of the Chinese Communist Party,the Chinese people overthrew "the three oppressors" and established a new China through the democratic revolution,explored and established a socialist system through socialist construction,achieved modernization and ranked among the top countries in the world for comprehensive national strength through the reform and opening-up.History has proven that the Communist Party of China is the core of leadership in the development of contemporary China.Adhering to the leadership of the Party is the choice of history and the people.The leadership of CCP,in terms of political framework and power structure,is mainly the Party's leadership of the country and society.To effectively implement the Party's leadership,we must adopt a variety of channels for institutional arrangements and operational mechanisms.This paper intends to study one of them,the leading Party group system,and try to display the full picture of its operation to find out its characteristics,advantages,and problems.The leading Party group is one of the Party's leadership implementation mechanisms.It is the leading organization set up in the leading organs of the central and local state organs,the people's organizations,economic organizations,cultural organizations,social organizations,and other organization.It accepts the leading of the Party organ which have approved its establishment,playing a leading role in its unit through political leadership,ideological leadership,and organizational leadership.It has carried out the implementation of the Party's line,principles,and policies,and the Party Committee's decision-making and deployment,to conscientiously fulfilled its political leadership responsibilities.From a theoretical source,it is rooted in the Marxist party theory;from the system origin,it can be traced back to the Soviet Communist Party's,and even the parliamentary group system in western countries.At the same time,it has very strong Chinese characteristics.On the basis of nearly 70 years of China's practice,it has formed the current state,which is fundamentally different from the parliamentary groups,and has a long-term development and innovation over the Soviet Communist Party system.Judging from the macroscopic dimensions of political parties and state society,the leadging Party group has the function of bond,political leadership and coordination and integration;from the meso-level perspective of the unit environment,the leading Party group has the functions of leadership core,organization cohesion,debugging feedback and urgency of the united front;from the microscopic vies of of specific duties and responsibilities,the leading Party group has the functions of deliberative decision-making,cadre management,and value guidance.Although leading Party group system firstly established its special rules in 2015,its practice history has been more than 70 years.Therefore,it is a very practical system.In the process of perfecting and revising relevant regulations,practical experience and lessons are undoubtedly at the front.This article sorts out the history of the development of the leading Party group system,and proves that whether the development of the leading Party group is positive or not is positively related to the effectiveness of CCP leadership.Because the leading Party groups exist in many units and organizations in countries and social fields,and their coverage is very broad,they need to be both principled and flexible when they are embedded in the country and society,and they have different roles to play in conjunction with the specific functions of their unit organizations..This article examines the lading Party group in the NPC(authorities,legislatures),People's Political Consultative Conference(CPPCC),People's Government(administrative agencies),courts,procuratorates(judicial authorities),people's organizations,and state-owned enterprises,through the ststem study and case study.On this basis,we will try to summarize the basic composition,relationship structure,functional characteristics and ways of realization of different categories of leading Party groups.The operation of any system will have system deviations.The complexity of the leading Party group system after more than 70 years of capital regulations is evident.Whether in the system design or the actual operation,the leading Party group system has some problems and limitations at different levels.The Work Regulations of the Leading Party Group is in trial stages and need further revision and improvement.Therefore,based on the analysis and study,it is believed that there are problems in the leading Party group system such as the imperfection of the system,the unclear division of power and responsibility in operation,and the homogeneity between the Party Committee and it.It also put forward proposals for innovative development of the Party's leadership theory and leading Party group theory,construction of a sound party system,strengthening supervision and accountability of the party system,and strengthening its own construction.The research methods used in this paper include the combination of qualitative research and quantitative research,the combination of systematic research and case studies,and the combination of historical research and practical research;the sources of data used include the party's literature documents,various rules and regulations,and research interview materials.
