Research On The Operation Mechanism Of The CPPCC Party Group

In the organizational system and institutional system of the Communist Party of China(CPC),the leading Party group system has shaped the ruling logic of the CPC's leadership and the leading logic of the CPC's ruling,which is different from the Western party politics.The leading Party group of the People's Political Consultative Conference(CPPCC)is a leading organization set up in the leading organ of the CPPCC,aiming at implementing the Party's line,principles and policies,playing a leading core role and strengthening the Party's leadership over the CPPCC.In this paper,the operation mechanism of the CPPCC's leading Party group as the research object is based on two considerations: one is to study the operation mechanism of the CPPCC's leading Party group is how to achieve the core role of leadership,and the other is to try to further improve the operating mechanism of the CPPCC's party group.In this paper,the concept of the operation mechanism of the CPPCC's leading Party group is defined as: as a political subject,the CPPCC's leading Party group constitutes a certain power allocation structure,and is a political operation process under the influence of certain political norms,legal norms and political culture.Therefore,this paper focuses on the core issue of "how to realize the Party's leadership in the CPPCC",and studies from the four topics of "the operating elements of the CPPCC's leading Party group","the institutional environment in which the CPPCC's leading Party group operates ","the political process of the operation mechanism of the CPPCC's leading Party group" and "the function of the operation mechanism of the CPPCC's leading Party group".Combing the historical changes of the Party group system will help us understand the status and role of the Party group in China's political system,which will help us further analyze the CPPCC's leading Party group.The establishment,development and evolution of the CPPCC's leading Party group have also undergone a rather tortuous process.Under the new historical conditions,the Party and the state pay more attention to the leadership of the CPPCC,although the Party group is only a link in the realization of the leadership of the CPPCC,it has also received great attention,especially in the construction of the CPPCC Party,the Party group plays an important role.In order to explore the operation mechanism of the CPPCC's leading Party group,we need to first clarify the current situation of the CPPCC's leading Party group,that is,the operation elements,organizational principles,basic functions and so on.Based on the theory of "institutional environment" of the new institutionalism school of organizational sociology,this paper analyzes the institutional elements that affect the operation of the CPPCC's leading Party group.The new institutionalism school of organization analysis holds that the operation process of organization must be restricted and influenced by the institutional environment in the field of organization.In this paper,all the formal and informal institutional resources that restrict and standardize the operation of the CPPCC's leading Party group are collectively referred to as the institutional environment for the operation of the CPPCC's leading Party group.The formal system includes the Constitution,the system of laws and regulations within the Party,the Constitution of the CPPCC and the Party's policies and regulations.The informal system mainly includes the Inner-Party Political culture and the CPPCC culture.The functions of the system for the CPPCC Party group are mainly as follows: behavioral norms,value guidance and target incentives.By introducing the political process analysis method,this paper analyzes the power allocation process of the CPPCC's leading Party group from the perspective of power,and analyzes the actual operation process of the CPPCC's leading Party group from the perspective of political system theory.It believed that the CPPCC's leading Party group had realized the absolute leadership of the CPC over the CPPCC through power allocation and political operation.The power of the Party group includes: the power of implementation;Decision-making power on major issues;The management power of Party members and cadres;Power to guide work within the Party.These four powers are endowed by the Party Constitution.Two kinds of relationships need to be handled well within the Party group,the leadership relationship between the Party secretary and the members of the Party group is based on the equality of decision-making power,and the relationship between the members of the Party group is equality and division of labor and cooperation.The CPPCC's leading Party Group exists in two different institutional forms,and its operation reflects the dual-track nature of power,constituting some power contradictions.However,due to the absolute leadership of the Party,the democratic centralism of the Party has innate advantages,and the power of the CPPCC is subordinate,which realizes the bridging of double-track power through the obedience of power principles.The process of realizing the function of the CPPCC's leading Party group is the political process of the operation of the power allocation structure formed by the power relationship.From the perspective of the closed system within the CPPCC,the political operation process of the CPPCC's leading Party group is manifested in the operation mode of "decision-implementation-supervision".The decision-making power of the CPPCC's leading Party group is the most important leadership of the CPPCC's leading Party group in the CPPCC,which is realized through a "identity isomorphism".From the perspective of the external system formed between the CPPCC's leading Party group and the Party organizations approved for its establishment,the political operation process of the CPPCC's leading Party group is manifested as the operation mode of "input-implementation-transformation-output".The consciousness of political parties is ultimately transformed into the will of the CPPCC through the CPPCC's leading Party group,and in this process,the "request-report" mechanism is needed to play a role.In the actual work of the CPPCC,the CPPCC's leading Party group has the powers of decision-making,implementation,management of Party members and cadres,and guidance of Party affairs.These powers given by the Party Constitution play three basic functions in the internal operation process of the CPPCC's leading Party group system: 1.Policy formulation is realized in the decision-making link,2.Party management of cadres is achieved in the management of Party members and cadres,and 3.Party group optimization is realized in the guidance of Party affairs.From the perspective of the external system of the operation of the CPPCC's leading Party group,the CPPCC's leading Party group has achieved stable operation in the external system through three functions of political orientation,political communication and political integration.The interaction between the internal and external operating mechanism of the CPPCC's leading Party group has realized the overall function of the CPPCC's leading Party group,that is,the realization of the leadership function,coordination function and guarantee function,the realization of the leadership of the Party over the CPPCC,and the assurance of the continuous operation of the Party Group and the CPPCC.The last chapter of the article is a review of the operation mechanism of the CPPCC's leading Party group.According to the above analysis,the advantages of the operation mechanism of the CPPCC's leading Party group include: theoretical advantages,institutional advantages,value advantages and practical advantages.At present,there are still some deficiencies,mainly including procedural deficiencies in the system and power differentiation in the structure.Finally,in view of these shortcomings,this paper puts forward corresponding improvement strategies,forms a set of detailed normative procedures,and further clarifies the boundaries of the power of the Party group and the Party committee.
