A Historical Survey Of The Party Group System Of The Chinese Communist Party

Leading Party Members' Group of the CPC is a form of organization system with great Chinese characteristics,and it is an important system built by the Communist Party of China on the basis of leading Chinese revolution,construction and reform and opening-up.Leading Party Members' Group of the CPC is an important way to surely carry out the lines and policies of the CPC in the organizations and institutions of the democratic parties.The existence and development of Leading Party Members' Group of the Communist Party of China has provided a strong and powerful grip for the Communist Party of China to give full play to the overall situation and to coordinate the leadership role of all parties.Its organization and system provides a powerful guarantee for the sustained and rapid development of the socialist modernization construction cause of Chinese characteristics.This paper studies the system of Leading Party Members' Group standing in the context of Chinese revolution,construction and reform and opening-up and the 18 th CPC National Congress by historical and comparative research techniques.This paper plans to explore the unique development law of Leading Party Members' Group of the CPC on the basis of the macro-historical investigation and careful summary of its development,and further puts forward a new viewpoint that the development of the Party Group of the CPC can be divided into the following six different stages: establishment,development,fully built,weakening and withdrawal,unstable development and a kind of improvement after the 18 th CPC National Congress.Different period of Leading Party Members' Group of the CPC has its own characteristics through its own development path,which the paper is dedicated to clarifying and elaborate.At the establishment's stage,a remarkable aspect is that Leading Party Members' Group of the CPC is constructed before establishing a perfect system.Political parties and other organizations of the CPC has been established in the revolutionary practices,before bringing forward the concept of the Political Parties and Groups of theCPC by the 4th Congress of the Communist Party of China which was formally called Leading Party Members' Group of the CPC by the7 th Congress of Communist Party of China,starting a milestone at the development' stage.At the fully built stage,Leading Party Members' Group of the CPC conformed to the historical background of the War of Liberation and the early days of New China,and set off a full-blown boom of construction.At the weakening-withdrawal stage,Leading Party Members' Group of the CPC had gradually been weakened from the whole construction influenced by several important instructions from Comrade Mao Zedong,and finally was wholly abolished for no space to live in the special political environment of the “Cultural Revolution”.At the stage of the unstable development,Leading Party Members' Group of the CPC was restored and developing to a certain extent after the“Cultural Revolution”.However,Leading Party Members' Group of the CPC didn't develop fluent for the conception of the political system reform,and it was abolished once again after the 13 th CPC National Congress,yet the scope was only confined to the government organizations.After the political turmoil in 1989,the Party Central Committee draws the lessons but to strengthen the construction of Leading Party Members' Group of the CPC,and Leading Party Members' Group of the CPC gradually moves towards an orderly development path.At the new stage after the 18 th CPC National Congress,the Party Central Committee has strengthened the standardization construction of Leading Party Members' Group of the CPC guided by Xi Jinping's Thought of Socialism with Chinese Characteristics in the New Age,and has published the "Regulations on the Work of the Party Group of the Communist Party of China(Trial)" which is the first complete System of Leading Party Members' Group of the CPC and has provided an important system guarantee for the further development of Leading Party Members' Group of the CPC.Through more than 90-years' development,Leading Party Members' Group of the CPC has been smooth,has experienced setbacks,has been comprehensively constructed,and has been confronted with thedifficulties of being completely abolished.But such difficulties and obstacles only promotes the Communist Party to lead Leading Party Members' Group of the CPC to vigorously enter new era of socialism with Chinese characteristics with Tenacious vitality,which presents the theoretical value and practical value of Leading Party Members' Group of the CPC.Guided by Xi Jinping's Thought of Comprehensive Rule of the Party,Leading Party Members' Group of the CPC surely will be richened and improved in the practice of Socialism with Chinese characteristics,and promote the development of the cause of socialist modernization with Chinese characteristics strongly and organizationally.
