The Changjiang Bureau of the CPC Central Committee,established in December1937,was the representative organ of the CPC Central Committee stationed in Wuhan,the center of Kuomintang rule in the early years of the Anti-Japanese War,as well as the command center for the work of the provinces and regions in southern China.Not only in the history of the Communist Party of China,but also in the history of the National War of Resistance against Japan,the Yangtze River Bureau had made important contributions and played a positive role.This paper takes the Yangtze Bureau of the CPC Central Committee in the early stage of the Anti-Japanese War as the research object,and makes a comprehensive research on the reasons for its establishment,the background of the times,the historical achievements and the historical facts.This paper is divided into five chapters according to the research content.In Chapter 1,it studies the relevant issues of establishment of the Yangtze River Bureau in the early stage of the War of Resistance against Japan.The first is to study the historical background of the establishment of the Yangtze River Bureau from the aspects of the Japanese army preparing to "occupy China at one stroke","the center of the national salvation movement is to be transferred to Wuhan",the Kuomintang "political settlement of the Communist Party",and the Communist Party's preparation for "United Chiang Kai-shek".Second,it examines the logic and process of the establishment of the Yangtze River Bureau from the "strategy targeting the whole nation" in Luochuan Conference,the establishment of the Yangtze River Coast Commission of the Communist Party of China,and the "December meeting" of the political Bureau of the CPC Central Committee.Third,it analyzes the organization and arrangements of the Yangtze River Bureau after its establishment.In Chapter 2,it studies the anti-Japanese national united front work of the Yangtze River Bureau.In line with the policy put forward by the Central Committee of the Communist Party of China of "uniting all parties that resist Japan and save the nation,and establishing and consolidating the anti-Japanese national United front",the Changjiang Bureau had carried out fruitful united front work,which is mainly manifested in three aspects: First,to consolidate KMT-CPC cooperation through negotiations with the KMT over the "Common Programme","the way ofcooperation" and "restructuring of government organs".Second,we should strive for "all possible revolutionary friendly forces",improve relations with the upper ranks of the Kuomintang Party,local power groups and various democratic parties,and strengthen United front work;Third,it is necessary to open up an overseas united front work and extensively win the support of overseas Chinese,friendly organizations to China,and anti-fascist countries and institutions supporting China's anti-Japanese war.In Chapter 3,it studies the organization of the Yangtze River Bureau in the southern provinces.An important historical mission of the Yangtze River Bureau is to make the CPC move from "one corner to the whole country," and to change the situation in which the party organizations are confined to small revolutionary bases,such as Shaanxi-Gansu-Ningxia,and to become a truly "national and influential party.".After the establishment of the Yangtze River Bureau,it began to organize,restore and establish the Party organizations in the southern provinces,and through organizational construction,it conducted guidance and inspections to local party organizations,and trained and educated local cadres.In 1938,after the CPC Central Committee put forward the strategic goal of "organizing great development," the Yangtze River Bureau actively carried out this policy,thus fundamentally changing the organizational situation of the southern provinces in less than a year,laying the organizational foundation for the victory of the democratic revolution in the future.In Chapter 4,the military work of the Yangtze River Bureau is studied.After the establishment of the Yangtze River Bureau,through many negotiations with the Kuomintang,the southern military forces were integrated,and the New Fourth Army was formed.The establishment of the New Fourth Army formed the basis of the military power of the Communist Party of China in the South.Since then,under the leadership of the Yangtze River Bureau,the New fourth Army was trained to move eastward into central China,opened up the battlefield behind the enemy lines and creating the base areas behind the enemy lines.At the same time,under the unified command of the Yangtze River Bureau,the military forces of the southern provinces conducted strong cooperation with the Kuomintang on the front battlefield.In Chapter 5,the mass work of the Yangtze River Bureau is studied.The Yangtze River Bureau's great influence at that time was partly due to its excellent mass work,which was mainly manifested in three aspects: First,it led and established a widerange of mass organizations;Second,the mass movement got mobilized and propagated,such as the construction of a propaganda network with newspapers and periodicals as the core,and the promotion of the progress of the literature and art in the Anti-Japanese War.Third,it carried out mass movement to save the nation,such as leading workers,young people,women and other groups to carry out campaigns to save the nation,and it led the campaign the Double Seven Anniversary.The conclusion mainly distinguishes some historical facts.According to studies of the previous 5 chapters of the history of the Yangtze River Bureau,it makes it easy to solve some historical problems.The author objectively discusses the merits and demerits of the work of the Yangtze River Bureau,analyzes the influence of Wang Ming's right-leaning errors on the work of the Yangtze River Bureau,as well as the convening of the sixth Plenary session of the sixth Central Committee and the end of the mission of the Yangtze River Bureau.
