Philosophical Research On China's National Governance Capacity

National governance capacity is an important component of the modernization of national governance.The Third Plenary Session of the 18 th Central Committee of Communist Party of China(CPC)opened the historical process of "modernization in the state governance system and governance capability." The report of the 19 th CPC National Congress proposed that,by 2035,"the modernization of China's system and capacity for governance is basically realized," and by the middle of the 21 st century,“modernization of China's system and capacity for governance is achieved.” Capacity can turn into strength;capacity also determines the future.Whether it is an ancient or modern country,there has never been any interruption in the improvement and development of the national governance capacity.At present,world multi-polarization,economic globalization,and cultural diversification pose greater challenges and larger demands for China's governance capabilities.For China,the level of governance capacity determines the extent of China's development in the 21 st century and whether China can become a responsible major country in the future.However,we should notice that China has encountered many challenges during its rapid development.In particular,as China entered the new era of socialism with Chinese characteristics,“the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life”urgently needs to be solved by China's governance capacity.Meanwhile,the problems of global order rebalancing and discourse right that has emerged in the process of participating in global governance have placed higher demands on China's governance capabilities.Based on Marxist philosophy,this article defines the capacity of state governance under the Chinese governance system.Starting from the basic principles of Marxism,this paper conducts a basic discussion on the content,goals,and methods of governance capabilities,with a view to the Chinese characteristics.The theoretical system of the governance capacity system deepens the research on China's governance theory and broadens the disciplineperspective of China's governance capabilities.In addition to the introduction,this dissertation consists of five chapters.In the introduction,the reasons and significance of this topic,the status and innovation of the research and the research scheme adopted are discussed,and the research items of the research are discussed.Chapter I: The Theoretical Origins of China's Governance Capacity.It mainly discusses three major perspectives: China's ideology,western country's ideology,and Marxist ideology on governance capacity.Reviewing the thought of China's national governance ability,this paper probes into the thought of state governance in ancient China,modern China,and contemporary China,and points out the development of China's national governance thought.The tracing of the governance ability of western countries is divided into four periods: Ancient Greece,Rome,middle ages,Renaissance to World War II and World War II,and the focus of national governance at that time was extracted from the characteristics of different periods.Through the discussion of the related issues related to the state governance of Marx's classic writers,we find out the cornerstone of the theory of state governance and ramming the foundation of the study of the thinking of the governance ability of Marx's state.Chapter II: Defines the Connotation of China's Governance Capabilities.Through the analysis of the connotation of the national governance capacity,the philosophical connotation of the national governance ability is analyzed from five aspects: the concept,characteristics,types,functions and retests of the national governance ability,and the realization of the national governance ability is a long-term historical process.It puts forward three important components of the national governance capacity: the Communist Party of China,the government and the non-governmental organizations,and analyzes the main components of the political party governance capacity,the government governance ability and the non-governmental organization's governance ability from the structural perspective.Through the above analysis,the connotation and overall framework of state governance capability are presented.Chapter III: The Core of China's Governance Capacities: Communist Party's Governance Capacities.The governance capability of the Communist Party of China is the core of China's national governance capability.This chapter,through theanalysis of the historical investigation of the governance capacity of the political party and the state of political party governance,points out the relationship between the political party governance capacity and the state governance capacity,and then leads to the characteristics of the Communist Party of China as the core of China's national governance,and from the two aspects of the Chinese Communist Party's capability characteristics and the level category.The three aspects of spiritual motivation,governing ability and supervisory ability have analyzed the root of the guarantee of CPC's governance capability.Chapter IV: The Implementation Mechanism of China's Governance Capacity.It proposes a protection mechanism for the achievement of China's national governance capabilities.China's national governance capability must be ensured through corresponding mechanisms.This chapter probes into the four principles of China's national governance capacity,namely,the principle of people centered,fair and justice,the rule of law,and simplification of unity and efficiency,and analyses the three paths of the realization of China's national governance capacity,namely,the path of unification of theory and practice,history and reality,and truth and value,and puts forward the national governance of China.The basic system of force is guaranteed:the political system,the economic system,the cultural system,the social system and the protection of the ecological system.From six aspects,the link system of maintaining the basic system is analyzed: the operation mechanism of the Communist Party of China,the centralization and decentralization mechanism,the legal system,the code of morality,the mechanism of social mobility and the prohibition of customs.Avoid and so on to achieve the smooth operation of national governance capacity.Chapter V: The Future Trend of China's Governance Capacity.In this chapter,three standpoints are proposed,that is,the ideal state of China's governance capability is "good governance";the reality is "good laws";the goal of the era is modernization.This article further demonstrates the specific conditions required for the achievement of the modernization of the China's governance capacity,namely,the improvement of the capacity of the governance body and the dynamic balance of the governance mechanism.On this basis,it was pointed out that the development logic of China'sgovernance capacity must follow a development path from political party governance to national governance,and utimately participate in global governance,continuously promote China's influence in global affairs,and take the responsibilities of a major country.For world peace,for the well-being of mankind,and for our beautiful planet,China's strength,China's wisdom,and China's strategy will be contributed.
