Study On The Development And Countermeasures Of Industrialization Of Agricultural Intellectual Property In China

The development of modern agriculture is mainly marked by science and technology.Recently,the quality and quantity of agricultural intellectual property(IP)in China have been increasing,meanwhile,the strength of scientific and technological research and development(R&D)are gradually developing.However,in fact,the level of transformation of agricultural science and technology achievements in China is not effective,thus,a large number of R&D achievements have been shelved,which leads to the poor scientific and technological application of agricultural industry and international market competitiveness.At present,the agricultural industry in China is in a critical period of restructuring and upgrading.The traditional mode of agricultural production has hindered its development;therefore,the key to solve this problem is to develop the agricultural science and technology to meet the demand of modern agricultural production.The industrialization of agricultural intellectual property can effectively solve the bottleneck of the current situation,and it is an important part of the innovation and IP driving strategy.Therefore,it is necessary and meaningful to make a further study on the industrialization mode of agricultural IP,promote the ways of agricultural scientific and technological achievements transformation,and enhance its international competitiveness.This paper takes the industrialization of agricultural IP as the main research content,and analyzes the existing problems and obstacles during the industrialization process.Based on the collaborative innovation theory of industry-university-research(IUR),and drawing lessons from the experience of industrialization of agricultural IP in the developed countries,it is found that the most effective way to realize the agricultural IP industrialization is the IUR triple helix model supported by financial institutions,agricultural science and technology intermediary institutions,and farmer households.Besides,the game theory is used to analyze the interest relations among participating entities to propose the equilibrium strategy.Finally,this paper puts forward the following countermeasures for the realization of agricultural industrialization IP in china.Firstly,it should strengthen the IUR+ government+financial+farmer collaborative cooperation,improve the technology-based R&D interest distribution mechanism,and promote the independent innovation of agricultural technology enterprises.Secondly,it should enhance the construction of agricultural science and technology intermediary service system,promote the diversified development of agricultural technology intermediary agencies,improve the agricultural science and technology transformation system,accelerate the establishment of agricultural intellectual property information platform,improve the legal norms of agricultural science and technology intermediary services,and promote the development of agricultural intellectual property trusts.Thirdly,it should promote the diversification of investment entities,strengthen the participation of financial capital and encourage the participation of venture capital and social capital.Finally,it should improve the distribution of interests and the risk sharing mechanism.Based on the analysis of existing research literatures,it finds that the current research focuses on the protection mechanism of agricultural IP and the transformation mechanism of scientific and technological achievements.However,there is few or no in-depth study on the industrialization model of agricultural IP.Based on previous scholars',researches,this study is to deepen the research on the related topics and to put forward corresponding countermeasures and suggestions in order to promote the development of industrialization of agricultural IP and promote international competitiveness in the agriculture field.The main creative poits in this paper are as follows:Firstly,based on the industrialization of knowledge assets to research the developing agricultural IP is a relatively new perspective.The industrialization model of agricultural IP needs to consider the highly collaborative cooperation among participating entities comprehensively.Secondly,the game theory is used to analyze the interest relationship among participating entities in the industrialization process and a balanced countermeasure is proposed to promote the industrialization of agricultural intellectual property.Thirdly,based on the IUR model,the government,financial institutions,agricultural science and technology intermediary agencies and farmers are introduced to provide policies,funds,personnel,and management guarantees for supporting the industrialization of agricultural IP.
