Innovation is not only the core of national competitiveness,but also the source of enterprise survival and development.Collaborative innovation is the key for China to realize independent innovation,and it plays an important role to building an innovative country and developing innovation-driven economy.From micro level,government intervention to collaborative innovation not only related to the efficiency of knowledge production,knowledge communication and knowledge transfer of the universities and research institutions,but also related to the knowledge absorption and innovation performance of enterprises.From macro level,it not only related to the cultivation of innovation ability,but also related to the achievement of innovation-driven development strategy and improvement of the international competitiveness.From the history of developed countries,like America,Britain,the European Union,Japan,Israel et al.,their advantage owes to the highly efficient collaboration of national innovation system.Currently,due to the unbalanced social and economic development level,and lack of core technology and other constraints,our country for collaborative innovation promoting effect is not significant,which become main obstacles that restrict our independent innovation capacity and cooperative innovation performance.Based on this background,the main research work of this paper is as follows:firstly,this paper is based on collaborative innovation theory,evolutionary game theory and system dynamics theory;Second,it analyzes the collaborative innovation subjects---enterprises and universities and research institutions,refers to research results from domestic and abroad,summarizes their cooperative relations and the influencing factors,and studies the evolutionary game laws which are commonly used by collaborative innovation subjects under the situation of no government intervention;Third,when there exists government intervention,the evolutionary game laws are then studied based on the theory of system dynamics and corresponding system dynamics model is constructed;Finally,simulations are presented by applying Vensim,consistent argument and testing are made for the model,and corresponding policy recommendations are put forward for the government.Research results show that:1)cooperation between collaborative innovation subjects under the situation of government intervention is mainly influenced by the degree of punishment from government,punishment mechanism and production cost of innovation subjects in speculation;2)by using dynamic punishment mechanisms,it not only can reduce volatility in the game,but also can impel innovation subjects to adopt cooperation strategies so as to promote development of collaborative innovation projects;3)by increasing penalties,cost of default because of speculation,and additional income form cooperative innovation,and reducing the cost of cooperative innovation,government can promote collaborative innovation subjects adopt cooperation strategies,and effectively restrain speculative default behavior between collaborative innovation subjects.
