| The nature of public policy process is a political process.The research on the process of government policy is an important observation point to investigate the logic of government behavior and accurately grasp the political development strategy in China.It is of great significance to study the inherent law of policy process in order to accurately grasp the Chinese political development strategy and promote the continuous progress of China's democratic politics.In this dissertation,the public policy process of China is taken as the research object.On the basis of the analysis of the main policy process analysis framework,the core concepts of the policy process analysis framework-Scenario,Structure and Implementation are extracted.And taking the rural social endowment insurance policy as a case study,the operational logic of China's public policy process from three aspects:policy scenario,policy structure and policy implementation is discussed.As an attempt to understand the causal system of policy process,the key dimensions of the policy process are described and interpreted,and the operation logic of China's policy process is presented by investigating the relationship among important factors or variables.Finally,the integration of policy process and polycentric governance is proposed in order to push the reproduction of governance structure.The analysis dimensions of the policy process is the framework for policy process research in this dissertation.On the basis of the analysis of the main policy process analysis framework,the common attributes and basic principles of the policy process analysis framework is extracted.That is Localization,Systematization and Socialization.The core concepts of three basic principles are respectively scenario,structure and implementation.The research traditions represented by the three core concepts define the research perspective and research path of each principle.The development of the three core concepts are relatively independent and also shows a trend of integration,which forms different ways of expression in the process of policy research.These three concepts interact with each other,and constitute the key dimension to grasp the macro policy process.Theoretical exploration needs the support of practical experience.In the process of China's transition,the scenario,structure and implementation in the policy process have the characteristics of localization.This study focuses on the process of China's rural social endowment insurance policy.On the basis of investigating the theoretical fit between the rural social endowment insurance policy and the analysis dimension of the policy,the policy process of rural social endowment insurance from the perspective of policy scenario,policy structure and policy implementation is analyzed,which considers theoretical exploration and practical analysis together and builds up a good basis for comprehensively and clearly grasping the operation logic of China's policy process.From the dimension of“Scenario",this study makes a theoretical analysis of the relationship between policy process,policy scenario and policy problem,and explains the political attribute and the evolution mechanism of the definition of policy problem.By problem awareness,facts and scenarios about politics,economy,culture,et al are analyzed which will affect the form of problems.By problem search,the basic problems are proposed according to different stakeholders' appeals.By problem definition,the basic problems are conceptualized and the essential problems are proposed which are easier to be investigated.By problem specification,the source,formation mechanism and influencing factors of the essential problem are further interpreted,and the problems are finally put forward.Combining with the rural social endowment insurance policy,this dissertation systematically investigates the multilevel evolution mechanism that social problems are transformed to policy problems,which includes problem sensing,problem search,problem definition and problem specification.From the dimension of "Structure",this dissertation reflects the relationship between strategic interaction by executors in policy structure using their own resources and policy outcomes.The subjects in the process of rural social endowment insurance policy are divided into different types,such as policy community,professional network,inter-governmental network and problem network.The interaction between the subjects specifically lies in the progressive reconstruction of the value concept of policy community,the continuously improving of policy coordination between the policy community and the intergovernmental community,the continuously enhancing of the interaction between the policy community,the professional community and the community of topics.The interaction forms the regulation mode of policy structure which combines empowerment and control,and promotes the continuous change of policy paradigm.The policy structure run through the whole policy process all along.Only when the executors,the policy structure and the policy process are considered together,we can better understand the logical relationship and policy change model of policy process.From the dimension of "Implementation",this dissertation analyzes the basic characteristics of different types of policy behavior networks in the policy process,the characteristics play a role in the behavior of the policy executors and the choice of the policy instruments,which in turn effect the continuous operation of the policy process.The process of rural social endowment insurance policy reveals that policy tools which are consistent with the characteristics of policy networks are often more conducive to balancing the allocation of resources among policy actors and ensure the continuous promotion of policy implementation.Therefore,the characteristics and rules of policy network determine the types and the intervention mode of policy tools.Through the analysis of the whole text,we have found that the scenario,structure and implementation of the policy process are intertwined with the networked multi center running track.The polycentric running track decides that the collective action model with"governance" as its main characteristics will permeate the whole decision-making process.Policy scenario,policy structure and policy implementation are all embedded in polycentric governance network,which gradually shapes the modes of "scenario construction","structure regulation" and " behavior choice " in China's policy process.In this context,the goal of the policy operation carries out collective actions to effectively meet the basic policy needs of different executors in the governance network and realize the fair allocation of policy value.The next step of this study will focus on the policy process of multi center governance,extensively investigates operation logic of China's policy process in different areas,from the dimensions of policy scenario,policy structure and policy implementation,in order to verify the explanatory power and applicability of this study,and to obtain a theoretical breakthrough.This study may have the following three aspects of innovation:Firstly,this dissertation constructs the policy process analysis dimensions of "scenario-structure-implementation".On the basis of the analysis of the main policy process analysis framework,the common attributes,the basic principles and the core concepts of the policy process analysis framework is extracted.Based on the analyzation of the conceptual basis of the policy process analysis framework and the origin of the traditional discipline,the dissertation constructs the policy process analysis dimensions of "scenario-structure-implementation",which are used in the analysis of China's policy process.The three dimensions are abstracted from the core elements of the main policy process analysis framework.In order to reduce the complexity encountered in the analysis and make the complexity controllable,the policy system is simplified,and provides the explanatory power for the realistic policy process.With the author's narrow field of vision,no similar studies have been found.The policy process analysis dimensions of "scenario-structure-implementation" are based on previous studies,and also have some innovative space.Secondly,this dissertation discusses some research questions or inferences about policy interpretation.The content of this dissertation is about the research of policy interpretation.Policy interpretation is different from policy design or suggestion that means it should not suggest how the government should change or specify policies,but put forward some key research questions about the logical relationship between the reason,process and implementation of public policy by the normative research methods,and further analyze these issues normatively and practically.This dissertation tries to explain the causal system of policy process specifically and normatively.In this process,a series of research questions are put forward,such as the relationship between the complexity of the policy process and the simplification of the policy dimensions;the modes of" scenario construction"," structure regulation" and "behavior choice " in China's policy process;the common running track of the scenario,structure and implementation in the policy process;policy process and the reproduction of governance structure;etc.Research on these questions can enhance our understandings about the operation logic of policy process and has some reference value to improve the scientificity and rationality of the policy process.Thirdly,this dissertation completely investigates the internal logic of China's rural social endowment insurance policy process.The rural social endowment insurance policy of China is a characteristic miniature of China's social reform and the development of social policy.There are quite a few relative research achievements.However,there is little research on the rural social endowment insurance policy which focuses on the perspective of policy process,especially the three aspects of policy scenario,policy structure and policy implementation.Based on the systematic thinking mode,this dissertation studies the process of policy operation and its key mechanism(scenario,structure and implementation),promotes mutual verification and support between theoretical exploration and practical analysis,which is helpful to deepen the research on the practice and experience of the transition society and policy change. |
