| The 19 th national congress of the communist party of China(CPC)put forward the strategy of rural vitalization,which clearly emphasized the importance of the construction of practical talents in rural areas.At present,the hollowing out of rural areas has become a normal phenomenon in China.The most prominent problems of the hollowing out are the outflow of rural population and talents,the wasteland of rural land,the decline of production and the imbalance between urban and rural population.How to introduce,retain and develop talents in rural areas is not only a key measure to solve rural development,but also a practical problem to the academic and practical circles.As an agriculture-oriented province in southwest China,Gui zhou Province has implemented the rural practical talent policy as early as2008.In order to further study the implementation of practical talent policy in rural areas at the specific micro level,this paper selects the rural areas in Wuchuan County,Zunyi city,Guizhou Province as the research object,and combines the Duru town,Wuchuan County,as the practical research object.Through sorting out relevant policies on practical talents in rural areas from the central to the local level,combined with the field investigation of relevant departments in Wuchuan County,the administrative village committee of Duru town and practical talents in rural areas of administrative villages.By using the policy network theory,Smith’s policy implementation process model and policy tools,this paper analyzes the implementation status of practical talent policy in rural areas of Wuchuan County,and demonstrates the implementation status of practical talent policy in rural areas of Wuchuan County.This paper analyzes the deviation of policy implementation process,the insufficient participation of target groups and the insufficient participation of action subjects in the implementation of rural practical talents policy in Wuchuan County.And from the establishment of a complete policy management mechanism,strengthen the participation of target groups,strengthen the interaction between the main bodies of policy action to put forward constructive countermeasures. |
