Research On Ethnic Work In Urban Communities From The Perspective Of Floating Minority Population

Since the promulgation of the Opinions on Strengthening Minzu Work in Communities under the New Situation in December 2011 by the State Commission for Civil Affairs and National Ethnic Affairs Commission of the People's Republic of China,many attempts have been made in the work of minzu communities throughout the country,and a great deal of practical experience has been accumulated,leading to the emergence of typical and exemplary communities.It also summarizes some models that represent local characteristics.General Secretary Xi Jinping stressed at the 19th National Congress of the Communist Party of China in 2017 that"socialism with Chinese characteristics has entered a new era.This era is an era in which people of all minzu groups in the country unite and struggle to create a better life and gradually realize common prospeirity for all people.Under the new era,the people of all minzu groups are United and work together to create a better life.The Party and the government are committed to improving the people's livelihood,ensuring that all people work together and share,and doing a good job for the nation.In order to ensure the well-being of the residents of all minzu groups.Facing the new situation,it is of great significance to discuss and study how to draw the essence of the work of minzu groups in the community and to do a good job in the service and management of the residents of various ethnic groups at the community level.After the first national symposium on urban minzu work was held in 1999,the research on the direction of minzu minority migration and community minzu wor-k gradually attracted the attention of the academic community,With the holding of the National symposium on urban minzu work in 2009 and 2010,the research on the protection of the rights and interests of minzu minorities and the management of seirvices has been continuously discussed,showing certain characteristics of the stage,and the theoretical discussion is closely related to the urgent needs of reality.The purpose of this paper is to objectively describe the impact of minzu minoirities floating population on mimzu relations in the community and the present situation of the community's service and management of minzu minorities'floating population.By understanding the development of minzu work in different communities,we can compare and analyze the models that can provide better services and management to minzu minority migrants,and sum up the problems and difficulties that exist in minzu work in the communities.Finally,to promote the minzu work in urban communities put forward their own ideas.Based on the combing of relevant literature at domestic and foreign,population migration theory and minzu relations theory,this paper investigates and studies the chairacteristics of the floating population of minzu minorities in the X community,the Z community in Nanning,and the J communuity in Kunmng,as well as the status quo and characteristics of community minzu relations.to analyze the internal needs of minxu minority floating population,through systematic combing.This paper analyzes the organizational system constrmction and mode of service management of minority mobile population in Hangzhou model,Nannina model and Kunrming model.And it concludes the community minzu-wolrking mode which is worthy of extensive reference and promotion.With the theory of social participation and the theory of multi-center governance at the core,there is an urgent need to improve the quality and ability of the cadres of minzu minorities in the community.And community minzu affairs governance model to be innovated and other aspects of the dilemma is analyzed.It also explores the space for community minzu work to be enhanced:for example,We will adjust the minzu work content of urban communities according to local conditions,use large darta processing information on the floating population of minzu minorities,improve the services and management of the floating population of minzu minorities,and adhere to the service philosophy of"putting people first"and"treating people equally".Through promoting the healthy interaction between the various minzu groups,we hope to achieve social harmony and stability,long-term peace and security of the country,and the comprehensive development of all minzu groups.
