The Internationalization of sustainable development is a process to join international efforts to halt environmental crises around the world and to mitigate the environmental passives that are endangering the quality of life of all living species and of future generations.This process has started since the first signs of human-made global warming and fast ecological degradation showed potential catastrophic effects to humans,other living species and its ways of living,with the implementation of various international agreements and international institutions to help protect the natural resources of a limited planet.The Plurinational State of Bolivia has been an important contributor to the internationalization of sustainable development by proposing an international institution like the International Tribunal for Mother Earth's Rights and by implementing a new political system in the year 2009 where it define progressive values for a healthy,protected and equilibrated environment as a fundamental human right.Nonetheless,despite the strict mechanisms for protecting the environment there have been continued and increasing deterioration of the natural environment inside the country,with no apparent end in sight.To analyze the reasons for this apparent failure,the investigation takes the constructivist theory of international relations to study the Plurinational State of Bolivia's politics domestically to evaluate its position in the international community and study its new political system,to define the intrinsic reason for its failure and propose solutions to have a coherent approach between laws and actions,and an effective application of mechanisms to internationalize sustainable development.So far,despite the extensive legislation about sustainable development and environmental protection,no country has been able to fulfill its promises on the international agreements.This implies that the difficulties to comply with the environmental commitments present a challenge domestically and not only internationally.For this,the investigation will analyze the components of the Plurinational State of Bolivia's political system to identify the contradiction that may be occurring in the organizational embodiment of the State.Given that Bolivia is still a developing country the investigation will reveal the obstacles that other developing countries could be facing when trying to comply with international environmental agreements.According to the Intergovernmental Panel on Climate Change,the world's poorest countries will be the ones suffering the most with the effect of global warming and the evident environmental crisis.Despite the extensive scientific data proving the imminent threat of an environmental crisis is rapidly approaching,even with all international efforts to halt and control pollution and environmental degradation around the world,countries have continuously implemented new projects and policies that contravene the efforts.The Internationalization of sustainable development is an indispensable mechanism to achieve international cooperation to guarantee quality of life around the world,without jeopardizing the environment in the process.At the same time that current generations can satisfy their needs without endangering the needs of future generations.In this sense,this investigation will reveal the importance of compliance and enforcement of the law nationally before implementing it internationally.The Plurinational State of Bolivia is a unique example of strong environmental policies but increasing environmental deterioration,which gives a great opportunity to study the reasons for the apparent failure of the environmental initiative and identify the challenges it implies to the internationalization of sustainable development.
