Along with the rapid change of circumstance,organization has increasing uncertainties in its development with more possibilities to be“chaordic”defined by Dee Hock.In other words,the world is discontinued,uncertain,inseparable and unpredictable,which accelerates the rise and fall of the organization.The organization,even in a leading position,might lose its lead,decline or even die if it could not have an effective integration of its internal and external resources to continue sustainable innovations.Scientists from the University of Michigan have listed the top 10 major threats to human society,among which the quality of organizational management and leadership ranks the third after nuclear war and global pandemics.Apparently,bad organizational management will have a huge impact on human society.Organization is demanded more attention to its integrity,coordination and consistency in dealing with an increasingly complex circumstance,and also to its systematical improvement of quality integration of internal and external supporting resources.Practice has proved that leadership is one of the most active elements with a huge catalytic role in organization operation,system construction,technology innovation,talents attraction and potential stimulation.“Individual-leader”is paradigm for leadership research.However,under a complex circumstance with explosive growth of knowledge,rapid development of technology and demand for high quality organizational membership,an increasing number of organizations has started to be aware that an organization-centered leadership is more required than the individual-centered leadership prevailing in the past to develop a more inclusive approach for growing challenges.The theoretical assumptions on organization,with the coming knowledge economy,have turned from mechanical theory to organic theory,emphasis shifting from rules,procedures and divisions to flexibility,integration and integrity.Research on leadership is required to adapt to the development of the times and to gradually change its perspective and paradigm,with a shift from individual leadership to organizational leadership,to realize a paradigm transformation from emphasis on individual(trait,ability,quality)to that on team(behavior,relation,situation),and to that on organization(institution,mechanism,culture).This is a progress for an organization to change and innovate continuously with experiments and practices for feasible solutions.Chinese Communist Party is world widely well recognized for its organizational ability.Organizational elements,such as strict organization,tight discipline,and high quality in team and in implementation,contribute largely to the continuous victories and brilliant achievements that CCP has obtained.CCP has been leading everything and everybody in China.Strengthening CCP's leadership is not only a conclusion from the experiences and histories during the China's revolution,construction and reform but also a key to a high quality development for Chinese society in the new era.Improvement of organizational leadership is of fundamental significance to strengthen CCP's leadership.Since the 18~thh National Congress,the Central Committee has adhered to the principle of strict party governance and purification in political ecology to enhance CCP's organizational ability and leadership by guiding organization with political construction.Organizational leadership is,above all,the key element of CCP's leadership,and in addition it is also an important tool for realizing CCP's leadership.Research on CCP's leadership has important theoretical value and practical significance.The research on mechanism and rule of leadership,in the process of organizational goal establishment,organizational system improvement,organizational culture construction,organizational discipline implement and organizational learning development,could facilitate organizational construction both in theory and in practice and also improve professional level and expertise in leadership of organizations and leaders.This paper,following the internal logic of“action mode–existing problem–improvement path”,makes a combination in different researching methods between literature research and investigation research,between institution analysis and system analysis,between comparative research and case study,as well as between normative research and empirical research.The historical and theoretical researches build analytical framework of the development mechanism of CCP's leadership.Therefore,through historical research,normative research and empirical research,the framework is clear,complete and focused,covering“tendency”,“pattern”and“method”.This paper consists of 7 chapters.Chapter I introduces concept,evaluation criteria and basic theories of“CCP's leadership”after background analysis,literature and history review.Chapter II,III,IV,V,and VI elaborate the constitutional elements of organizational leadership from the perspective of time and space,and analyze the mechanism of organizational leadership and their interrelationships from different perspectives.A“5-element interaction”mode,as the core part of this paper,is proposed by summarizing the 5 major elements contributing significantly to the role of organizational leadership.Chapter VII concludes with an emphasis on the arguments in this paper and an outlook on organizational idiosyncrasy-the spiritual core in the future development for organizational leadership.
