Research On The Organizational Strength Of Urban Grassroots Party Organization

The key to running the country is at the grassroots level,and the key to governing the party is at the foundation level.The Communist party of C hina has long held power in a country of 1.4bn people by building a tightly organized,highly disciplined organizational system from the top down.From the perspective of party comparison,it is the unique political advantage of the CPC to attach importance to organizational construction,especially to the construction of grassroots organizations,and it is also the unique institutional advantage of the socialist system with C hinese characteristics in the course of its development and improvement.From the perspective of historical development,the CPC has imple mented effective grip and efficient execution of power,realized organic integration and extensive mobilization of society during different periods of revolution,construction and reform by building a large number and super-efficient grassroots organizatio ns,which maintained effective interaction and dynamic balance between the party,the state,and the society.However,it cannot be ignored that profound changes have taken place in China’s economic and social structure,and great changes have taken place in the Individual organizational form,social class structure and basic social relations of the grassroots society under the combined effect of economic transformation,social transformation and technological innovation since the reform and opening up.In order to maintain strong organizational power,Urban grassroots organizations must adapt to the changes of the ecological environment of grassroots party construction through continuous self-revolution and adjustment of organizational structure and functions,so as to maintain the advancement of the organization itself and the organic fit between the organization and the changing social structure.In the promotion from top to bottom as well as the practice from bottom to top,the urban grassroots party construction has made remarkable achievements.However,we can’t overlook that the urban grassroots party construction still have some unaccommodated aspects,comparing with the speed of economic and social changes,the party’s historical mission in the new era,and the goal of the modernization of governance system and capability in the urban society.Some grassroots organizations still have problems of political attribute collapse,organizational function weakening and leadership marginalization.In order to so lve this problems,The 19 th Party congress clearly put forward the important proposition of improving the organizational capability of urban grassroots Party organizations,which provide a new perspective for us to study the problem of urban grassroots Party construction.This paper focuses on the issue of organizational capability of urban grassroots Party organizations,and follows the logical thinking of theoretical construction--historical review--problem analysis--countermeasure thinking.The introduction part mainly introduces the theoretical and practical significance of conducting this research,summarizes and evaluates the status quo of academic researches on this subject both at home and abroad,determines the direction,methods and framework of the research,put forward the possible innovations and difficulties of this paper.and briefly summarizes the basic theories supporting the research at last.Chapter one focuses on constructing theories of organizational capability of urban grassroots Party organizations which makes theoretical preparations for the following research.This chapter starts with the definition of the related concepts,and defines the connotation and extension of the four core concepts of urban grassroots Party organizations,organizational capability,organizational capability of Party and organizational capability of urban grassroots Party organizations,and then constructs the analysis framework of organizational capability of urban grassroots party organizations from politica l leadership,ideological leadership,organizational embedding capability,reform and development impetus,mass serving capability and self-revolutionary capability,based on the function of urban grassroots Party organizations in the new era,the requireme nts of the central policy document,and the pressing problems to solve.Finally,this paper analyzes the main variables that affect the organizational capability of urban grassroots Party organizations from three aspects: subject factor,object factor and operational process factor.Chapter two mainly starts from the historical dimension,which systematically investigates the development process and main practices of urban grassroots Party construction from the two major historical periods before and after the reform and opening up.And then the paper summarizes the basic experience which makes a historical foundation for the further study of the organizational capability of urban grassroots Party organizations in the new era.Chapter three mainly analyzed the problems and challenges existing in the six major components of the organizational capability of urban grassroots Party organizations,thus providing a precise target and correct direction for the ultimate exploration of the practical path to improve the organizational capability of grassroots Party organizations.Chapter four mainly discussed the practical path to improve the organizational capability of urban grassroots Party organizations in the new era.Among them,the first is to improve political leadership by highlighting political nature,rationalizing political relations and improving leadership style.The second is to improve the ideological leadership through firmly grasping the leadership of ideological work,cultivating and practicing the socialist core values,guiding and shaping the consciousness of community with a common future.The third is to improve the organizational embedding capability by reinforcing grid Party building,expanding the organizational embedding in burgeoning areas,strengthening the political absorption of new social strata,and strengthening the organizational penetration of network positions.The fourth is to enhance the reform and development impetus by turning organizational advantages into advantages for promoting refor m and development,turning organizational resources into resources for promoting reform and development,and using organizational innovation to stimulate the vitality of reform and development.The fifth is to improve the mass serving capability by meeting diversified service demands,innovating diversified service carriers,and constructing all-round service pattern.The last is to improve the party’s self-revolutionary capability by taking political construction as the guide,ideological construction as the foundation,team construction as the grasp,style and discipline construction as the incision,and system construction as the guarantee.In the conclusion part,the paper generalized the main viewpoints in the research and put forward that we should firmly establish the political thinking,systems thinking,pragmatic thinking,creative thinking,people’s thinking and dialectical thinking,in order to promote the organizational capability of urban grassroots Party organizations in the new era.which can be classified as the “law” concluded from the course of the study.
