Research On The Institutional Guarantee Of Shared Development

After 40 years of steady development,China has gradually resolved the contradiction between the growth of people's material and cultural needs and the shortage of supply.The per capita wealth has increased greatly,and the people's sense of gain has increased.At the same time,we are also facing more and more contradictions and problems.At present,the more prominent problem is the inadequate development imbalance,such as unfair distribution,urban and rural development,and regional development imbalance.This has become the main constraint to meet the people's growing needs for a better life.The major contradictions in society are historical changes in the overall situation.The work of the party and the state must focus on the main aspects of contradictions.Therefore,we must focus on solving the problem of insufficient development imbalance on the basis of continuing to promote development.It is against this background that our party has proposed five major development concepts including the concept of shared development.The 19 th National Congress of the Communist Party of China has adopted the new development concept as one of the basic strategies for adhering to and developing socialism with Chinese characteristics in the new era.In the new development concept,sharing is the purpose and destination of development.The idea of sharing development not only focuses on the fundamental value of socialism,but also is a theoretical reflection on the unbalanced development of Chinese society since the reform and opening up.How to achieve shared development? It is widely recognized that shared development cannot be separated from the system.The difficulties and dilemmas encountered in the practice of shared development are in fact related to the lack of institutions and the imperfection of the institutional system.The system is not only important for achieving shared development.Guarantee,or an important part of shared development,sharing development issues is an institutional issue.At present,people's values and interests are increasingly diversified,and the relationship between people is changing more and more,which highlights the importance and indispensability of the system.From the perspective of the nature of shared development,shared development is to realize the value concept of attaching importance to human rights,safeguarding social fairness and justice,and promoting people's free and all-round development.The system is the most basic form and endogenous variable to adjust social order and maintain fairness and justice.The system is in a basic position in social stability and shared development.Therefore,the realization of the issue of shared development must be incorporated into the vision of the system in order to be effectively and scientifically resolved.In other words,to implement the concept of shared development,the key is to build an institutional mechanism to promote shared development,and rely on more effective institutional arrangements to guide and guarantee the realization of shared development goals.Based on such considerations,this paper seeks to scientifically analyze the major problems and contradictions currently faced in the implementation of the shared development concept from the perspective of the system,and explore how to resolve these contradictions and problems through the construction and improvement of the system and promote the realization of shared development.As a core concept of leading development under new historical conditions,shared development has a deep realistic foundation.It is precisely because of the people's pursuit of the sharing concept,the expression and the creation of the system in history that it has provided a solid foundation for the proposal and system construction of our shared development concept today.Our achievements in shared development have institutional merits,which are determined by the nature of the system and its function.On the other hand,our mistakes in many aspects also have institutional reasons,that is,the system is also one of the important factors hindering the development of sharing.At present,there are problems in the institutional construction of China's shared development,such as structural system imbalance,functional failure and value imbalance.The existence of these problems has seriously affected the role of the system.The existing institutional dilemma requires us to study and solve problems from the institutional level,to carry out the overall layout from the institutional structure,to measure and adjust the established systems based on scientific methodology and principles,and to do a good job of cleaning up and correcting existing systems.At the same time,we must accelerate institutional innovation and improve the institutional guarantee system for shared development based on actual conditions and development needs.The system construction of shared development is a systematic project,which requires multi-faceted linkage.It is necessary to promote the development and improvement of the shared development system through overall deployment: on the one hand,scientific planning should be carried out from the system design and operation level,so that the system implementation and system The objectives and contents of the construction are in line with each other.On the other hand,it is necessary to reform and innovate the systems in various fields according to the requirements of shared development,so that they can be linked and coordinated in the content.Finally,we must pay attention to the construction of institutional ethics and reshape the institutional values.The overall logical structure of this paper is as follows: Why should we achieve shared development(the development of shared development has a profound theoretical origin and realistic basis)-what is the realization of shared development(system is an important guarantee for the realization of shared development)-What problems are faced in the process of development and realization(structure disorder,functional failure and value imbalance)-how to improve the system to achieve shared development(improve the operating mechanism,specific content and values of the system).
