The huge gap in sharing development,has become the restrictive factor for building a moderately prosperous society in all respects.How to implement the Sharing development concept is an important topic in front of the Chinese Communist Party.Therefore,The Fifth Plenary Session of the Eighteen Central committee of the CPC has put forward the Sharing development formally as the concept of leading China's development of the whole situation.Sharing development refers to all the members of society jointly participate in the construction and development of the society,that is the construction of the economy,politics,culture,society and ecology,under the condition of the fair rights and opportunities provided by the society.At the same time,as the creator of developments,it's so automatic that all results including the economic,political,cultural,social and ecological developments brought by the social construction and development are shared by all,that is‘Everyone participates,makes a contribution,and shares in the benefits.'It is the concept of leading China's development of the whole situation,which was put forward formally by our party and government on the basis of the marxist social development theories and the social development reality of contemporary China,especially the huge gap reality of the Sharing development.The proposal of sharing development concept has important theoretical significance and practical significance.implementing the concept of sharing development,is not only the essential requirement of socialism with Chinese characteristics,but the need to solve the important practical problems in the process of China's economic and social development at this stage,and still the important guarantee of building a moderately prosperous society in all respects.Since the implementation of reform and opening-up,our country has achieved great success in its economic and social development.at the same time,the gap problem of the shared development is very serious,especially the imbalance of income distribution,the inequality of basic public service,the unbalanced relationship between power and right,and the unreasonable share of economic interests caused by it.There are many reasons,but defects of national policy and system are the deep restricting factors.these institutional factors mainly includes the imperfection of economic management system,the defects of political system,and the immaturity or the defect of relative social system and legal system of development sharing,These system deficiencies made the practice of sharing development face all sorts of obstacles and difficulties.Therefore,we must reform and perfect the system of income distribution,establish a modern financial system,build and improve the system of public power rationalization and humanity,as well as the system of social participation and interest expression,reform and perfect the household registration system,the urban-rural integration system of basic public service,and the related legal system.
