Research On The Reform Of State Supervision System With Chinese Characteristics In The New Era

In November 2016,the General Office of the Central Committee of the Communist Party of China issued the Pilot Plan for the Reform of the National Supervision System in Beijing,Shanxi Province and Zhejiang Province,which formally opened the curtain of the reform of the national supervision system with Chinese characteristics in the new era and quickly became the focus of attention from all walks of life.For a long time,many institutional problems existing in the original discipline inspection and supervision system have affected the function of discipline inspection and supervision,and even further affected the rule of law,social psychology and social stability.Therefore,after the 18 th National Congress of the CPC,especially after the 19 th National Congress,Xi Jinping's thought on socialism with Chinese characteristics for a new era was established as the guiding theory of the CPC.Under the guidance of scientific theory,the reform of the state supervision system went smoothly along the road of authority promotion,scientific planning,daring to try and emphasizing practical results.Under the strong leadership of the CPC Central Committee,the reform of the state supervision system involves the reconstruction of many state power relations and the adjustment of specific mechanisms.It is "a major political system reform that concerns the overall situation".Therefore,this paper attempts to take the reform of the national supervision system as the research object,focusing on its distinct Chinese characteristics under the leadership of the Communist Party of China,and its unique role in the historical orientation of the new era.The practice of the national supervision system in New China originated from the period of democratic revolution led by the Communist Party of China.Under the extremely harsh historical conditions at that time,it was the effective supervision system that ensured the integrity and effectiveness of the revolutionary regime and provided an important guarantee for the victory of the national revolution.After the founding of the People's Republic of China,under the leadership of the Communist Party of China,our country has established the supervision system of parallel party and government.However,with the development of the times,especially after the1960 s,the supervision system was gradually confused with the construction of the style within the Party,and was completely abolished during the "Cultural Revolution".Later history has proved that the Party and the state will suffer losses without an effective supervision system.After the reform and opening up,the national supervision system has been gradually restored and improved,and institutionalized and systematic discipline inspection and supervision system has been gradually developed,and a set of effective institutional mechanisms has been formed.However,with the deepening of reform and opening up,the anti-corruption situation is becoming more and more complex,and many institutional and structural contradictions are gradually emerging,such as institutional conflicts,decentralized functions,homogeneous supervision,insufficient coverage,lack of rule of law and other issues,which greatly affect the effectiveness of the supervision system,and also become the direct goal of the reform of the national supervision system.In the new era,the reform of state supervision system with Chinese characteristics also pays attention to inheriting the tradition of supervision system that has been inherited from Chinese history,such as the independent establishment of supervision institutions,the vertical leadership of supervision power,the improvement of supervision laws and regulations,and the emphasis on the role of ethics.In particular,the "Five Powers Constitution" regime designed by Dr.Sun Yat-sen,which includes the independent supervision power of state,is proposed for the reform of national supervision system.It provides a lot of historical experience and reference,and also makes the supervision system have a unique cultural blood in China.At the same time,the reform of the national supervision system also pays attention to drawing on the effective experience of foreign advanced supervision system and drawing on the excellent achievements of various human cultures.At the same time,based on the basic principles of Marxism and the practical experience of the Communist Party in power,Marxist classical writers have made a lot of classical expositions on the construction and operation of the supervision system in socialist countries from both theoretical and practical aspects,which is the theoretical source of the reform of the national supervision system.Especially under the correct guidance of Xi Jinping's thought on socialism with Chinese characteristics for a new era,a complete theoretical system of supervision system has been gradually developed from both theoretical and practical aspects,which has injected new eraconnotation and spirit into it.It is the product of the combination of the basic principles of Marxism and the concrete reality of our country and the theoretical expression of our concrete practice.It has profoundly answered a series of important theoretical and practical questions about the construction of discipline inspection and supervision system.On the basis of sufficient theoretical preparation,the national supervision system has many characteristics that it did not possess in the past since the beginning of the reform: to achieve the goal of "daring not corrupt,not corrupt,do not want to corrupt",pay attention to the top-level design,implement the joint office of discipline inspection and supervision,construct a centralized,unified and efficient supervision institution,establish a vertical management operation system,and concentrate the supervision and supervision forces on the front-line to achieve "full coverage" of supervision and discipline.The newly improvement and enrichment of the supervisory power,as well as the special significance for the implementation of the basic strategy of governing the country by law.Finally,the purpose and initial intention of the Communist Party of China is the most direct source of the "Chinese characteristics" of the Chinese supervision system.The national supervision system with Chinese characteristics also relies on the Communist Party of China to establish,improve and operate.Through the reform of the national supervision system,the ability and level of the Communist Party of China to govern the country has been promoted obviously.
