Research On Deepening The Reform Of The National Supervision System And Improving The Supervision Responsibilities Of The Discipline Inspection Commissions At The Grassroots Level

More than a year has passed since the reform of state supervision.Under the strong leadership of the CPC central committee,discipline inspection commissions at all levels have faithfully performed their duties and courageously assumed their responsibilities,steadily promoted new achievements in discipline inspection,and the anti-corruption work of the Party and the state has opened a new page.In March 2019,General Secretary Xi Jinping published an important article "Deepen the Reform of the State Supervision System from a New Starting Point",which further summarized the phased achievements of the reform over the past year,and pointed out the direction for the discipline inspection and supervision work in the new era.Discipline inspection and supervision organs at all levels shoulder the mission and start again.This paper takes deepening the reform of supervision system as the starting point,and takes the discipline inspection commission at the grassroots level as the research object.The discipline inspection commission at the grassroots level is the foundation of the discipline inspection and supervision system in China.It is the grass-roots fortress for the effective operation of discipline inspection and supervision organization system.Improving the supervision responsibilities of the discipline inspection commission at the grassroots level is an important part of making the reform of the national supervision system effective.The situation of the fight against domestic corruption has changed from a "crushing momentum,to an "overwhelming victory",which reflects that great achievements have been made in promoting the strict rule over the party.But at the same time,from the public complaint reporting,patrol feedback,patrol supervision,review of the problems found in the investigation,there are still cadres that do not stop,the fight against corruption is still serious and complex;Some discipline inspection and supervision organs still have weak links in their work,for example,they dare not supervise or are not good at supervising,they fail to connect discipline with law,they fail to connect law with law,and the cadres are not competent enough.After the reform,how to fulfill the supervisory duty and make the reform of the national supervisory system achieve the expected effect is a new subject and mission faced by the discipline inspection commission at the grassroots level,and a realistic task to be studied urgently.From the perspective of reform experiencers,based on the knowledge of public management and the theory of power restriction and supervision,the author takes S District in Foshan as an example to describe in detail the current situation of the S District Discipline Inspection Commission's supervisory duties in the past year under the background of the reform of the national supervisory system,through comparing the practice and effect of fulfilling supervision duty before and after the reform and the analysis of data and questionnaires,draws the conclusion that there are three problems in the S District Discipline Inspection Commission after the reform namely,the professionalization of the supervisory team,the supervisory means,the supervisory quality,the supervision role of the dispatched discipline inspection and supervision group and the Discipline Inspection Commission of the towns and streets has not been fully played,and finds three reasons:weak professional quality training of cadres,unbalanced supervision and restriction,and imperfect evaluation mechanism,then puts forward four suggestions,namely,bring forth new ideas for disciplinary inspection and supervision system and perfect supervision system,establish and improve the full coverage of regular supervision;highlight risk prevention and control,strengthen prevention effect;build high-quality discipline inspection and supervision army.The ideas and assumptions put forward in this paper are of certain reference value for the discipline inspection commissions at the same level to perform their supervisory duties,and of certain practical significance for deepening the reform of the supervisory system and achieving the expected results.
