International organizations are the core actors of global governance.The governance behavior of international organizations is an important factor affecting the practice and performance of global governance.This study focusses on a core issue: What mode will international organizations respond to the changing environment in the changing organizational ecological environment? How will international organizations behave? Realism theory does not recognize the capacity of international organizations,that international organizations are the result of the balance of power under the anarchic system.Liberal institutionalism explains the behavior ability of international organizations in principal-agent mode.International organizations acquire some behavior ability because of the authorization of sovereign states.Social institutionalism regards international organizations as international bureaucratic organizations and believes that the culture of bureaucratic organizations will eventually lead to the pathological behavior of international organizations.In this study,the theory of organizational ecology is introduced,and the ecological environment of international organizations is taken as the key variable to understand the behavior pattern of international organizations on the premise of recognizing the behavior ability of international organizations.By criticizing the defects of national centralism in the international organization environment,the international system and the interaction between international organizations are brought into the international organization environment,and the international organization environment is redefined.The behavior pattern of international organizations is the process of niche competition in the ecological environment of organizations.International organizations under the same or similar issues form an organizational ecological population.In their ecological environment,international organizations compete for organizational ecological niche by means of resource competition,function expansion,system and standard advocacy.The process of niche competition is affected by the density of the organization population and the width of the niche.The study takes international refugee governance as a case study.After sorting out the ecological environment of the refugee governance organization,the UNHCR is taken as the object to explain its refugee governance practices and participation behaviors.The study finds that UNHCR competes for organizational niche by striving for the organizational resources,evolution of policy preferences and governance norms,and the expansion of governance objects.Through the implementation of the organization's niche competition strategy,UNHCR has gradually broken through the limitations of time,geography range and authorization,making the organization expand continuously.The study of refugee governance validates the relationship between the niche environment of international organizations and the niche competition of international organizations.
