In recent years,with the evolution of international relations,the gap between the rich and the poor in developing and developed countries has become increasingly apparent.In addition,the political situation in many countries has often experienced turbulence,so the refugee problem has also taken on a new shape.The international community's basis for refugee issues is based on the 1951 Convention on the Status of Refugees and the 1967 Protocol on the Status of Refugees.However,it seems that the two conventions are not enough to deal with today's refugee problems because The international refugee protection mechanisms formed based on these two conventions have problems such as the narrow definition of refugees,the limited protection capacity of the UNHCR,and the legal responsibilities of refugee countries are easily diluted,which not only restricts the further development of the role of international refugee protection mechanisms,It is also not conducive to the long-term solution of the refugee problem.The refugee problem has a profound impact on sovereign states and the world.Regardless of humanitarian or international peace considerations,international subjects should join this battle that concerns the future development and stability of the world.Based on the existing international cooperation,the international community needs to establish an efficient international refugee protection cooperation mechanism to improve the coherence and effectiveness of refugee work.As far as our country is concerned,in solving the refugee problem,we must adhere to the political philosophy and flexible policy choices of the harmonious world,adhere to the people-oriented and humanitarian principles,and play the constructive role of the UNHCR.This article is divided into five chapters:The first chapter is the introduction.This part introduces the research background and significance of the thesis,the current status of domestic and foreign research,research methods and innovations.The second chapter is an overview of international refugee issues.This part first introduces the historical origins and current status of international refugees.Second,it introduces the definition of international refugees,that is,the meaning and basic rights of international refugees,and finally introduces the basic principles of international refugees.Chapter ? is the origin and practice of international law in the protection of international refugees.This section introduces the origins of international law in the protection of international refugees,and specifically includes protection provisions in international human rights law,protection provisions in specialized refugee conventions,and protection provisions in regional refugee conventions.Responsible subjects for international refugee protection include sovereign states and international organizations.The EU and UNHCR also have their own relatively comprehensive mechanisms for protecting refugees.The fourth chapter is the legal dilemma of international refugee protection.This section introduces the shortcomings of the international refugee protection mechanism and the problems in the practice of international refugee law.The shortcomings of the mechanism include too narrow criteria for defining refugees,exclusion of the principle of non-refoulement,lack of refugee screening and resettlement procedures,and lack of accountability mechanisms for refugee countries.Problems in practice include the weak response of the United Nations,the unbalanced state sovereignty,and the failure of some countries to assume international responsibility.The fifth chapter is the thinking on improving the legal protection of international refugees.This part includes the improvement of international refugee protection mechanisms and the improvement of international refugee protection practices.It also introduces China's contribution to international refugee protection.The improvement of the international refugee protection mechanism includes extending the definition of refugees in the Convention,adhering to the principle of non-refoulement,complementing refugee screening and resettlement procedures,and establishing accountability mechanisms for refugee countries of origin.The improvement of international refugee protection practices includes strengthening the UNHCR's receiving capacity,doing a good job of transferring national sovereignty,and urging the country to actively assume international responsibility.China's contribution to the protection of international refugees includes,in part,the status quo of China's protection of international refugees and the comprehensive content of our protection of international refugees.
