The research question in this paper is: Why is its performance and attitude “contradictory” from the entry into force of the Kyoto Protocol in 2005 to the 2015 Paris Conference(COP21),which is the most challenging period for Japan to participate in global climate governance?Japan seeks to become a climate governance power,but in the 11 years since the 2005 Kyoto Protocol came into effect to the 2015 Paris Climate Conference,the international community began negotiations on the entry into force of the Kyoto Protocol,and Japan completed the first commitment period of emission reduction.Commitment(2008-2012),but gave up the second commitment period,after experiencing the global economic crisis,the Fukushima nuclear accident,and the Japanese Prime Minister changed frequently,the political situation is not stable,and finally Japan chose to ratify the Paris Agreement.The existing literature has almost no definitive answer to the core reasons why Japan has shown a "contradictory" attitude toward global climate governance.The interests claim behind this contradiction are not fully explained.Combining the global climate governance mechanisms,the Japanese participation process,and the participants and decision-making processes,this study analyzes the first-hand information such as Joint Climate Conference(COP)negotiating records,the Convention Secretariat's in-depth review of Japan,and official emission reduction data to examine the reasons behind Japan's participation in the “contradictory” appearance of global climate governance.This study firstly combed the background of the mechanisms and processes of global climate governance.Secondly,it summarized the corresponding participation process and main bodies of Japan,as well as the decision-making mechanism in Japan.Once again,it analyzed the interests and concerns of Japan through the analysis of the UN Climate Conference.Finally,based on the above research,this paper analyzes and summarizes the changes in Japan's participation in climate governance emission reduction trends and negotiating attitudes.According to this study,from 2005 to 2015,Japan's core interests in the process of participating in global climate governance have changed,from pursuing the dominance of international affairs,seeking the status of a big country,changing to economic interests,and hoping to International reputation in "green" economic diplomacy.Japan is interested in economic interests,but has not given up its political goals.Japan's participation in global climate governance has changed its specific participation behavior.Japan's energy use efficiency;conflicts and cooperation among domestic decision-making groups;changes in the pattern of international negotiations;the impact of the Fukushima nuclear accident is an important factor in the changing attitude of Japan.
