The Interaction Mechanism Between International System Transform And Global Governance Reform

The international system transform and global governance reform are two core issues in international studies.The study of mechanism between international system transform and global governance reform will answer how the former promotes the later and how the later deepens the later,and clarify the relationship and interaction history between international system transform and global governance reform,and it would help to find the theoretical as well as realistic value of the interaction.The global governance practice began to appear after the Congress of Vienna in 1815.The international system after the First World War was multipolar in Europe,and concert of great powers was created to resume balance of power and to break the barriers to connection under the concept of cooperation.During the two World War,the League of Nations was founded to rebuild peace and to recover economy,and this practice opened the international governance mode.While during the cold war,the anti-Fascist states built the United Nations aiming to consolidate the postwar order and achieving lasting peace,which brought the transnational governance mode.After the cold,the ending of confrontations between United States and Soviet Union and the extending of globalization,leaded to the modern global governance.Historical experience shows that on the one hand,the international system transform would promote the global governance reform in four dimensions.The first one was that the international system transform could challenge the existing governance arrangements,and this impelled the advancement in the legitimacy and effectiveness of governance institutions.The second lied in that the international system transform brought innovations in governance ideas which competed with existing ideas,and this progress would renew ideas of governance.The third one was the changing relationships among governors,because the transform brought new governors and altered the pattern of governors.The forth one was that the transform changed the ways to governance,and finally shaped the new governance mode.On the other hand,the global governance reform deepened the international system transform in three ways.Firstly,global governance reform altered the rising powers' challenge intention,and controlled the systematic risk,so it reduced uncertainty during system transform.Secondly,global governance reform renewed international norms and coordinated the great powers interaction,eventually changed the cooperation mode of dealing global challenges.Thirdly,global governance institutions regulated compete among great powers,promoted to policy network,such effect could adjust the process of international system transform.While,with the transforming of international system,global governance also faced numerous challenges.The history and theoretical analysis showed that,social force was apparent,and multilateralism began to be replaced by globalism in global governance,also the form of global governance gradually matured.The conclusion helped to deepen the understanding of international institutions and its role,and required the match of global governance institutions arrangements and the international power distribution.In addition,it inspired China how to push forward global governance reform,such as building a new type of international relations,constructing a community of shared future for mankind,and working together to build the Belt and Road under the principle of achieving shared growth through discussion and collaboration.
