Research On The Construction Of Social Security System Based On Economic Effect Analysis

In the modern industrial society the construction and development of social security system has a very important role as the "safety net",and it can be regarded as a basic right which a citizen should have from the sense of providing citizens with basic life security by the government.Since the founding of the nation,our government has been more committed to the building and perfecting of the social security system,and has made a qualitative leap and great progress.In 2016 July,the State Council approved "social security ’Thirteenth Five-Year Plan’ program compendium" which was jointly developed by the Ministry of human resources and social security and the Ministry of civil affairs and other departments,put forward to "the basic establishment of social security system covering both urban and rural residents " overall objective,as well as " the social security system of the basic sound,relatively sound system,covering to further expand the scope,security level to rise steadily,historical bequeath problem gets basically settlement,for the comprehensive construction of a well-off society to provide proper level,sustainable and stable social security network" of the specific development goals.So,nowadays we are in speeding up the construction of social security system and the crucial period of development.On the other hand,the control of China’s current social security system coverage,security level and service system construction of specific aspects,especially the urban and rural social security system development is not balanced;the future of China’s social security system construction still has many problems need to be solved step by step.In the process of studying and solving a series of problems afore-mentioned social security fund and the payment of compensation is very important aspect,because it is the material basis of the normal operation of social security system,such as the labor employment,income distribution and the economic growth effect.The close relationship between social security and economic development,the decision in the reform of social security system and the development process must be on the system design of social security coverage,and treatment factors such as the level of economic effect to be specific and in-depth analysis.For example,the social security system’s construction and development,effectively promoted the increase of employment,such as whether the theory is expected to improve income allocation condition,and whether to promote the economic growth and development?The answers to these questions may accord the relevant theory qualitative analysis,but at the same time it also needs to have the relevant empirical analysis results as a necessary support.Therefore,in the "social security’Twelfth Five-Year’ plan" put forward "universal" grand target during,taking social security economic effect analysis for main content,the reform of social security system and the choice of path for the development of in-depth analysis and research.Based on the analysis of the economic effect of social security,this paper studied the reform and choice of path for the development of the social security system in our country,in theory,this article can make up the flaws from that a large number of studies have qualitative analysis and quantitative research is relatively insufficient,do empirical analysis can deepen our knowledge of relevant system and policy measures of cognition,but also for the whole of the reform of the social security system and development path chosen,enrich the necessary theoretical basis;in practice,the paper can provide the necessary ideas for us to review the past problems,and corresponding countermeasures whether are insufficient or not.In addition,this paper chooses the labor employment,income distribution and economic growth effect as the main content of the empirical analysis,and this would make certain contributions to provide related social security project design and improvement of the system,to provide a different perspective and to improve the social security project and the economic and social benefits.According to the research purpose of this paper,the content of the paper is as follows:the first part is the introduction,mainly explain the research background,significance and methods;second part is the theory basis and research,mainly on social security basic concept summary and evaluation of relevant literature,in order to better sort out the related theory framework and research foundation,we develop in this paper the research on the beginning exclusively on this article deals with the basic concept and the related literatures were summarized and analyzed;the third part of our social security system construction and development process of review and analysis.We will since the founding of China social security system construction and development process,according to the different stage of social economic development,in order to "planned economy","double track system period","market economy" and since the establishment of the development of four stages,and each stage system background and the main contents are summarized and evaluated finally;the fourth part is divided into three chapters,we chose the labor employment,income distribution and economic growth effect analysis.We were on the social economic impact analysis of the three main aspects of the theory and empirical analysis,in the first induces and summarizes the related theoretical analysis framework and viewpoints,we apply the relevant statistical data to establish an empirical analysis model;four of the developed country social security system construction experience summary;the fifth part is our conclusion based on the full analysis.We believe that at this stage we should ad-vance the construction of social security system,expand the coverage,and improve financial mode and strengthen the supervision of funds,and improve the public finance support to social security system construction.The main innovation of this paper can be summarized as the following two aspects:one is the perspective innovation.A large number of researches on social security and economic effect are mainly based on the specific unilateral social economic effect,especially the effect of savings and consumption,and we determined our study contents and direction through the actual process of the construction of social security system,as well as the combination of existing problems that may actually need.This perspective allows our empirical analysis,always subordinate to and in the service of social security system reform aim and need.For example,this paper carried out the social security of labor and employment effect analysis,in this process us first analysis and summary theoretical framework and then analyzed the policy impact combined with the empirical analysis model.The other is the innovation of content.In order to effectively achieve the final purpose of the research,we have conducted as part of the main body of empirical analysis,the first after careful consideration and choice,with a large number of studies as a basis,we do not choose savings and consumption effect that people often pays close attention to,but from a macro effect analysis,i.e.labor and employment,income distribution and economic growth effect covers the whole social security system construction and development of positive effect.Through the three aspects of empirical analysis and discussion,we think this content compared with the combination of theory and practice need,and it would help us effectively avoid the disjoint problem between macro and micro levels.
