Studies On The Institutionalization Of The Chinese Socialist Consultative Democracy

The institutionalization of Chinese socialist consultative democracy is a course that the organization and system of socialist consultative democracy acquires values and stability under the leadership of the CPC.It is the important content and target of socialist consultative democracy construction,including but not equaling the construction of socialist consultative democracy system.Although the socialist consultative democracy is one of issues in academic research at present,there is hardly any special and systematic research achievement about the institutionalization of socialist consultative democracy.And since the 18 th National Congress of the CPC,it has repeatedly emphasized to perfect socialist consultative democracy system and promote its institutionalized development.Under the above background,it is of great value and significance to study the institutionalization of socialist consultative democracy in order to improve and perfect its system,adhere to the socialist political development road with Chinese characteristics and promote the political system reform.For this reason,the thesis,based on the combination of logic and history,the combination of macroscopic and microscopic research,the combination of normative research and empirical research,and the analysis of structural function,have carried out a comprehensive and in-depth study on the basic theory,value function,historical evolution and present situation of the institutionalization of socialist consultative democracy.By establishing and perfecting socialist consultative democracy system,constructing and perfecting its leading organization,actively promoting the construction of its ideology and culture and promoting the practice its development,I would respond to and solve the opportunities and challenges faced in the current institutionalized development of socialist consultative democracy,realize the its steady and healthy promotion and rapid development.Specifically,there is six chapters in the article:The first chapter is the introduction.Firstly,it mainly introduces the basis of topic selection and the research significance about the socialist consultative democracy.Secondly,it mainly combs and induces its research status quo,looks forward to its trend,determines the subject.At last the basic structure of the p aper,the research methods and innovation are arranged for the sake of laying f oundation for the comprehensive development of the thesis research work.The second chapter mainly explains the basic theory of the institutionalization of China’s socialist consultative democracy.According to the logic of politics,this chapter begins with the two theoretical systems covered by the thesis topic,defines the intension of consultative democracy and the meaning of the system,then analyzes the connotation and practice form of the socialist consultative democracy,the meaning and form of institutionalization and its value,and then deeply analyzes the connotation and levels of the institutionalization of the socialist consultative democracy.It provides theoretical support for the study of subsequent chapters.The third chapter comprehensively analyzes the value function of China’s socialist consultative democracy system.This chapter first establishes the composition of value from the height of philosophy,and then analyzes the value function of the institutionalization of socialist consultative democracy from three aspects of objective value,intrinsic value and external value,and makes clear that its institutionalization has the characteristics which is guiding,practical,gradual and global,Its main purpose is to actively cultivate and practise the socialist core values,construct the socialist consultative democracy system,enrich and develop its theory,and promote the its long-term and stable and healthy development.At the same time,it has important value in the construction of socialist modernization.While deepening the understanding of the institutionalization of consultative democracy,we should firmly strengthen the institutionalized road of socialist consultative democracy.The fourth chapter comprehensively examines the historical process of socialist consultative democracy institutionalization.Based on the logical process of historical development,this chapter combs and discusses the institutionalized development of the socialist consultative democracy that is the China’s long-standing political consultation mainly,other negotiations gradually developed according to the foundation,the spontaneous start,the self-consciously rapid development and the comprehensive and rapid development.In its process,our basic experiences can be derived: system construction,organization construction,ideological and cultural construction and practical development are interdependent;we must uphold the organic unity in Party leadership,the running of the country by the people,and law-based governance;the institutionalization of consultative democracy is closely related to the socialist construction with Chinese characteristics.It is a good foothold to explore the development countermeasures for the institutionalization of socialist consultative democracy.The fifth chapter discusses the state of socialist consultative democracy institutionalization.The paper first points out the comparative advantages of the institutionalization of socialist consultative democracy: The leadership of the CPC,the typical model of CPPCC`s consultative institutionalization,the extensive and multilevel,and institutionalized development of consultative democratic practice and the good domestic and foreign environment.Then,because of the long-term lack of theory guidance,the influence of traditional political culture and the development level of socialist democratic politics,China’s socialist deliberative democracy institutionalized development has achieved certain results in sixty or seventy years,but the insufficiency is obvious.From four levels of system construction,leadership organization Construction,ideological and cultural construction and practice development,taking The central level of the CPPCC consultation and Wenling Democracy Forum as examples,the paper adopts the method of combining macroscopic and microcosmic,the method of unifying generalization and abstraction,analyses the development situation of consultative democracy institutionalization and the existing problems,and concludes that the system needs to be established and perfected,and the organization needs to be constructed and perfected.The construction of the ideology and culture should be strengthened urgently,and the practice development needs to be promoted.The sixth chapter discusses the thought and countermeasure of further advancing the institutionalized development of socialist consultative democracy.According to its four levels,this chapter puts forward the concrete thoughts and countermeasures of the development: put the system construction in a prominent position,to construct a system with complete systems,scientific norms and effective operation,to lay the material basis for its institutionalized development;establish and perfect the leading organization,to lay the organizational foundation,cultivate a mature consultative culture,to consolidate deep cultural foundation;promote the formation of consultative practice with stable operation and fruitfulness,and realize high level socialist consultative democracy institutionalization.This is the final research purpose and results of this paper.
