Research On The Consultative Democracy Construction Of Kunming CPPCC Based On The Theory Of Cooperative Governance

It is presented in the eighteen of the communist party of China and the third plenary session of the eighteenth that socialist deliberative democracy is an important form of China’s development and people’s democracy. We should promote the reform of the socialist political system with Chinese characteristics and the development of highly improve the system of deliberative democracy, uphold and improve the system of multi-party cooperation and political consultation under the leadership of the communist party, give full play to people’s political consultative conference as an important channel role deliberative democracy, establish and improve the working mechanism, promote the development of deliberative democracy, multi-layer, institutionalization. This is the first time that China rules the deliberative democracy in practice and development of qualitative property of socialism of deliberative democracy, put forward the concept of "socialist deliberative democracy system", and the deliberative democracy from a form of democracy to a democratic system. It becomes an important part of national political system level. People’s political consultative conference is one of the most important channels of deliberative democracy development in our country. Giving full play to the important role of the people’s political consultative conference, promoting the development of deliberative democracy, multi-layer, institutionalization, they are both local Chinese people’s political consultative conference (CPPCC) started theoretical issues and local Chinese people’s political consultative conference (CPPCC) which is an urgent need to constant innovation and development of practical problems. In this article, on the basis of deliberative democracy theory and practice at home and abroad for reference, from the perspective of public management research, the study of Kunming deliberative democracy practice of Chinese people’s political consultative conference are researched. Through a case study on socialist deliberative democracy construction and people’s political consultative conference of deliberative democracy practice are explored, from the body of the deliberative democracy factors, performing assessment analysis, interest game, negotiation, environmental analysis and public participation etc. Analysis of the problems which restrict the development of the deliberative democracy, this paper puts forward the construction of deliberative democracy must set up scientific and reasonable system of deliberative democracy system. Making efforts to improve the quality of negotiation ability and the consultation results, exploring the goal of the government public management oriented to perfect the content of deliberative democracy and way, the method of strengthening grass-roots consultations and democratic participation, pay attention to the results of the consultation, the administrative process of assessment and intervention, the negotiation culture positively, efforts to create a good environment of negotiation.
