The most basic existence need of human-beings constitutes the basic category of the concept of “people's livelihood”,and creates new connotation during the process of continual “improvement”.People's yearning for being well-fed and well-clothed exists with the existence of human-beings,the “production” for the sake of satisfying this simplest desire,and in order to meet these demands,makes “economy” possess the initial value,which in the cycle of basics and purposes,unfolds the design for process of human civilization.“Every benefits to people should be implemented however small it is” is the original intention and mission since the beginning of the foundation of our party,standing at the time node of this milestone year of the march on the great revival of the Chinese nation,to look back at the history,it can be seen that “to improve people's livelihood” is the diligent and tireless target of our party,while “to develop economy” is the important means.Since striding forward into the new era,the General Secretary Xi Jinping emphasizes “to insist on guaranteeing and improving people's livelihood under the development”,which fundamentally points out the basic logic of implementation of circulation and connection,specifically responds to the two mutual coordination questions of “which development” improves “which people's livelihood”,and to how to master the motion and variation track during historical changes,and possesses important value and significance to delivering the answers to “how to do” in new era.“Real people” differs from all other animals because of their extensive needs,which include the needs for “food,drinks,house and clothes”,and the needs for “engaging politics,science,art and religion and so on” brought by “production”.Continual development of “production” and constant accumulation of social wealth make life no longer just centers on “food,drinks,house and clothes”,and in the meantime,extends it focusing on “enjoying resources and develop resources”.This plain logic constitutes the general law of economic development and people's livelihood improvement,the movement of both not only involves motion track derived from interaction of themselves,but also includes motion track of external conditions which are “derivative,transitional and non-native”.Favorable external conditions promote orderly and healthy circulation of economic development and people's livelihood improvement,or otherwise it becomes the shackle.Directing at the self-possessed historical attribute and development and variation characteristic of “economy” and “people's livelihood”,the exploration of their change rule needs to place both of them into the history which develops in depth and breath at the same time.After the founding of new China,there are three historical periods when the Party leads the masses to conduct great exploration of socialism construction: before reform and opening up,after reform and opening up and new era.At the beginning of the founding of new China,the national calamity has just been eliminated,in order to achieve the goal of “people's livelihood improvement”,the primary task is to recover and develop production,and in consideration of international competition,restricted by national politics and economic environment,and industrialization accumulative means,it needs to establish sophisticated industrial system centering on heavy industry.In order to mobilize all the forces that can be mobilized to participate in the socialism industrialization construction,relying on “high accumulation,low consumption”,“unified distribution” to guarantee people's life to the great extent,using the methods of “food of three for five people” to meet the basic survival needs,by sacrificing the coordinated proportion of “agriculture,light industry and heavy industry” to lay solid foundation for “taking off” of our economy,“economic development” and “people's livelihood improvement” are two main lines running parallel in this period,and reach certain balance on a lower level.Since reform and opening up,after clarifying “poverty is not socialism”,“taking economic construction as the central task” comes out,and becomes an important task to promote national prosperity and strength and improve people's life.During the process of concentrating on vigorously developing productive forces,poverty in less developed areas is alleviated,level of resident income is elevated,residents' consumption power is strengthened,which make residents' material life greatly improved.Creating higher economic growth rate,and in the meantime,bringing about the economic growth paradox,that is to say,people's livelihood problem of more than a billion become more and more prominent.That is because the problems of the imbalanced and discordant development,extensive pattern of economic growth,and dual economic and social structure,and so on,impede the achievement of economic growth to eventually present on people's living standard,which makes people's livelihood imbalanced and inadequate improved,all these valuable experience has provided precious reference value for our country correctly dealing with the virtuous cycle relation of them in the new era.In the new era,people's yearning for a better life has promoted people's livelihood to develop to be a multidimensional systematic project,in the new period,on the basis of deepening the understanding that economic development and people's livelihood improvement should establish virtuous cycle,the basic idea of “guaranteeing and improving people's livelihood during development ” has been clarified.Constantly promoting high quality economic development while striving to widen the boundary of people's livelihood improvement,continually deepening reform while gradually constructing institutional system with complete system,scientific standardization and effective operation,respecting market law while better playing a government role,to take well-targeted steps in “fostering children,teaching students,paying for work,ensuring health-care,ensuring old-age support,ensuring house,helping the weak”,paying attention to positive action while paying more attention on acting within our capabilities,make people's sense of happiness and gain constantly improved.In general,economic development and people's livelihood improvement have been put on a track of virtuous cycle,however,attention will still be paid on weak lines in people's livelihood area,which restricts the level of people's livelihood improvement,thus affecting the virtuous cycle development of economy and people's livelihood.Therefore,under the background that high quality development has become consumption-driven economy,to improve people's livelihood means to promote development,people's livelihood connects domestic demand,connects development,to grasp the effective connection of them,it is particularly important to make people's livelihood improvement become internal driving forces of economic development in new era.The value purport of economic development should be observed,the consumption demands should become the fundamental driving force of economic growth,and the hierarchical development of people's livelihood will be utilized to optimize the supply quality of economy.In terms of how to properly grasp the relation between “economic development” and “people's livelihood improvement”,which has always been the problem that perplex the world,development in the future will constantly construct while learn from other countries,and will overcome “Poverty Trap”,avoid “Middle-Income Trap” and maintain vigilance on “High welfare Trap”.Everything is born according to its origin,everything is done according to its law.70 years has passed since the founding of new China,our economic development and people's livelihood development have achieved qualitative leap.Our country has gone through three stages with the external manifestation of “economy parallel to people's livelihood”,“economy first,people's livelihood coordinate” and “virtuous cycle of economic development and people's livelihood improvement”.In view of both law of motion and evolution,in order to achieve better and faster development in the new era,development is always the top priority,while people's livelihood improvement is always our value coordinate,on the basis of constantly strengthening the economy,the external condition of being premises of each other will be continually improved,institutional construction will be continually completed,reform will be deepened,the truth of people first will be insisted and the historical achievements will be constantly created.
