Three Rural Issues are the biggest problems confronted by the rural areas in the process of modernization of China,which indicates that the original rural developmental model has encountered adaptability problem under the new resources environment.In this case,it is indispensable to seek for the new solutions to improve the modernization of rural areas.On one hand,we cannot make it without the state construction power,which dominates the rural development and construction on the macro level.On the other hand,endogenetic forces should be attached great importance.Only when the farmers who are familiar with countryside and have special emotions become the principal part of rural development and construction can rural areas be built as what farmers want.However,since the disintegration of the people's commune,the household contract responsibility system makes farmers atomic ulteriorly.Dynamic variability appears with the acceleration of population mobility,which makes it more difficult to aggregate the endogenetic forces in rural areas.The key to rural developmental issues is to organize the peasants so as to enhance the endogenetic forces.As the brand new organization carrier,new-model rural cooperatives are a rational option for decentralized farmers to reduce the risk in organizational means under the fierce market competition.Compared with traditional cooperatives,the new one has the features of spontaneity,democracy,service and independence.It doesn't only undertake the responsibility of developing rural economy and ensuring the peasants' benefits,but is expected to innovate new rural social management and elevate the level of rural democratization,and it has been listed as one of the most important new-type rural business entities.Due to the quality that two heads are better than one and the authority's inertia produced by integration of rural areas during state power building,the new-model rural cooperatives are bound to be intrinsically related with government.The government plays the role as a planner,a server,a coordinator and a rule-maker during the development of new-model rural cooperatives.While in the practice process,based on the factors of government performance examination,interests balance and human relationship,etc.,state actions tend to be complex representation,even departing from the demand of public role sometimes.Based on the typical theories of cooperatives and state actions,with the logic foundation of the profound relevance between rural cooperative development and state actions,the thesis discusses the mode of action and behavior mechanism by the methods of normative study and case study,comparative study,etc.,on the basis of analyzing the inner mechanism of new-model rural cooperatives' growth.The thesis attach practical considerations to the state actions during new-model rural cooperatives,proposing the optimized path “take the legal system as the foundation,take the demand as the guidance”,attempting to objectively restore the full state actions during the development of new-model rural cooperatives,seeking for the acting force of state actions on the cooperatives.The thesis consists of three parts.The first part is introduction,which illuminates the background,significance,research status at home and abroad,research design,innovation and shortcomings.The second part is the main body,made up of six chapters: chapter one is the theoretical basis,systematically arranging the theories of cooperatives and state actions,clearly pointing the core concepts,setting the theoretical foundation and analytical framework for further research;chapter two highlights the growth mechanism of new-model rural cooperatives,classifying the cooperatives and analyzing the state actions demands of categorization by analyzing the mechanism such as definition,nature,features and social basis;chapter three mainly analyzes and refines the state behavior mechanism during the new-model rural cooperatives' growth.On the basis of tracing back the transition of state actions' effect on rural cooperation after the founding of the state,combining the actual development of cooperatives,the chapter extracts different modes of state actions on new-model rural cooperatives,including the government action mechanism such as motivation,methods,content and performance;Chapter four illustrates the unbalanced situation of reactions between new-model rural cooperatives and state actions applying means of cases study on the basis of practical consideration and cases study on state behavior,uncovering the state dilemma during new-model rural cooperatives' growth;chapter five comparatively analyzes the relationship between rural cooperatives abroad and state behavior,summarizing distinct behaviors based on different national conditions and the referential experience for us;chapter six puts forward the optimized path of state actions during new-model rural cooperatives' development on the basis of former analysis,insisting it necessary to clarify the extent to which the government acts,perfect relevant legal norms,draw a border of state actions,transform the role of government from supply-oriented to demand-oriented so as to beneficiate the target orientation.The state actions can be integrated as resultant force suitable for cooperative demands only by setting up a platform of reactions between new-model rural cooperatives and state actions.The third part is the conclusion,summarizing the main content and drawing relevant conclusions.The thesis draws main conclusions as follow: For the first,according to the differences of germinal mode,resources and operating environment,new-model rural cooperatives can be classified as enterprise-driven type,rich family-driven type,village management-driven type and government driven type.The cooperatives of different types have both common demands and individual needs.For the second,based on different degrees of role and enforcement modes,state actions during new-model rural cooperatives' growth demonstrates three modes: nationalist model,laisses-faire model and mixed model.Each of them has its respective formation mechanisms,which are all the products of certain circumstances.It is necessary to evaluate the rationality and legitimacy of state actions according to different geographical environment and different stages of rural cooperatives' growth.For the third,the state action during new-model rural cooperatives' growth is a organic system including motivations,methods,contents and performance.On behavioral motivation,the differences of administration environment will cause governments of different levels differ from each other,which will result in the differentiation of behavioral motivations between central government and local government;on behavioral pattern,state actions during new-model rural cooperatives have forward backward modes as the government regulations behavior and government capture behavior.On behavioral content,state actions includes service delivery,supervision and administration.On behavioral performance,state behavioral performance is determined by the functional relationship among behavioral factor,power factor and environmental factor,which can by improved overall only by interworking and interacting among the three factors.For the fourth,the uneven game status between new-model rural cooperatives and state actions frequently causes offside behaviors,dislocation behaviors and absence behaviors.Offside behaviors restrain the development of cooperatives,causing loss of cooperatives' independence;dislocation behaviors confound the borders of inner dynamism and external power of development,causing the difficulties of cooperatives' integration;absence behaviors cause the vacuum of government's administration,leading to weak growth of cooperatives.For the fifth,government is confronting the behavior dilemma such as “under the hot cold”,market management,insufficient system and village emptiness.In addition,some local governments are lack of the functions and resources to give aid to the new-model rural cooperatives.As a whole,all these troubles prevent the government functioning,restricting the government's disposing capability during the growth of cooperatives.For the sixth,the government's optimized path during the development of new-model rural cooperatives should be based on the law and directed by demands.The first,under the macro context of construction of law-based government,state actions should be normalized by explicit its gist and principles,combing behavior list and improving the legal system.The second,the government's behavior and function should be transformed from supply orientation to demand orientation.It's vital to widen the pathway of demand expression of rural cooperatives,accelerate the transformation of government functions and enhance the fusion between state actions and cooperatives demands by designing regime and system.The third,target orientation between state actions and cooperatives growth should be aggregated,and an interactive platform should be set up under the concept of “social coordination and public participation”,so as to convey interactive service awareness into the government's concept of behavior and promote the transformation of government functions and behavioral optimization.
