Study On The State-owned Enterprise Party Committee Participation In Major Issues Decision-making

The state-owned enterprises are the backbone of the construction of socialism with Chinese characteristics,and the party's leadership has always been the unique advantage of the state-owned enterprises in China.The participation of the party committees in the state-owned enterprises is a necessary requirement for them to play their core role in politics.They are the unique advantages and core competitiveness of the state-owned enterprises.Also they are the inevitable embodiment of the modern enterprise system with Chinese characteristics.Under the background of economic globalization,with the internationalization of China's state-owned enterprises and the increasing trend of the modern enterprise system is getting more perfect,to better achieve the "four comprehensive" strategy,the implementation of state-owned enterprises to comprehensively strengthen the party building in the new requirements,the state-owned enterprise party committees are facing many new issues when involved in important decision-making.The research ideas of this subject are centered on the clues of "theoretical analysis,empirical analysis,system construction,effect evaluation".In the theoretical analysis,literature review of domestic and foreign scholars on the research status of state-owned enterprise party committee to participate in making important decisions,and defines the relevant concepts,including the necessity of state-owned enterprise party committee to participate in making important decisions,the involving stakeholders of the important decision-making of state-owned enterprise,and the responsibilities and authority of party committee's participation in important decision-making under the governance structure of modern corporate,etc.In the empirical analysis,using case analysis method,AVIC Chengdu Aircraft Industry(Group)Co.,Ltd.and other five different sectors of the state-owned enterprises were selected as an example,according to the “grounded analysis” standard procedures to carry out the single case with multiple case qualitative and quantitative research,put forward the necessity for enterprises to fully clear that the party committee participation in decision-making,scientifically positioning the duty andfunction of the party committee to participate in making important decisions,establishing effective participation in the decision-making mechanism of state-owned enterprises,etc under the current conditions of Party committee's effective participation in major decision making common successful experiences.The construction level in the system,firstly,analysied the important decision-making mechanism of main elements,object elements,objective elements,information factors and environmental factors of the participation of state-owned enterprise party committee,constructed the dynamic mechanism,operating mechanism and safeguard mechanism of the state-owned enterprises party committee o participate in important decisions;Through the study of the Constitution of the Communist of China,Enterprise Law and the other literature,from the whole process review of before decision,in decision and decision after,designed and andanalyzed the content,procedures and ways for state-owned enterprises party committee to participate in major decisions.In the "evaluation" level,constructed a validity evaluation index system of China's state-owned enterprise party committee to participate in making important decisions,and selected enterprises AVIC party committee as the research object,the effectiveness of AVIC party committee to participate in important decision-making was evaluated.The results show that the overall effect of AVIC party committee to participate in making important decisions is good.But there is still a need to improve the space.Based on the results of the subject theory and empirical research,the relevant countermeasures and suggestions for the state-owned enterprises party committee to participate in important decisions are put forward.The main innoviaton points of the thesis includes:1.The innovation of research perspective is from the perspective of "core stakeholders" and the whole process of decision-making,the theoretical system of the content,effective way and participation mechanism of the party committees participating in the important decisions of state-owned enterprises is constructed.2.The innovation of research method is the introduction of grounded analysis method and exploratory case study.With the combination of single case and multiple cases,three common codes are extracted to extract the common experiences of Party committees' participation in decision-making,and quantitative analysis is used toenhance the reliability of qualitative analysis.3.The innovation of research content is based on the five elements and decision-making mechanism of decision subjects,objects,objectives,information and environment,an index system for the evaluation of the effectiveness of the important decisions oftstate-owned enterprises is set up,and provide closed loop support for the practical application of the results.
