Since the 18 th National Congress of the Communist Party of China,it has proposed a new and comprehensive work plan for the party's construction work,and issued a series of important documents for party building work in state-owned enterprises.At the same time,it has strengthened the policy of strengthening the party organization and leading the party and strengthening the party's policy of managing the party..It is required that the party organizations of enterprises should participate in the decision-making of major issues,play an active political core role,improve the level of decision-making management of enterprises,safeguard the security of state-owned assets,and provide a solid guarantee for the development of state-owned enterprises.Therefore,the collective decision-making system of state-owned enterprises is created.Based on the author's state-owned enterprises and subsidiaries' implementation of the content and characteristics of this system,on the basis of investigation and research,it is found that the state-owned enterprise collective decision-making system is insufficiently democratic,the sustainability needs to be further developed,the effectiveness needs to be strengthened,and the satisfaction should be raised.In the country,the most important form of the collective decision-making system of state-owned enterprises is the “three majors and one big” collective decision-making system.This system has been implemented in China's state-owned enterprises,and party and government organs for many years,and its effects have been remarkable.However,the author still hopes to objectively reflect the implementation effect of the system through real investigations,and make a slight meager development of this system.contribution.Then,the author regards the four basic principles of the “three majors and one big” collective decision-making system,namely,scientific decision-making,democratic decision-making,legal decision-making,and open decision-making.Based on the state-owned enterprises and their subsidiaries that have served for many years,through democracy and decision-making.The application of the theory,with reference to domestic relevant literature,selects the evaluation indicators of institutional democracy,institutional sustainability,institutional effectiveness,and institutional satisfaction to analyze the implementation effect of the “three major and one big” collective decision-making system of state-owned enterprises.At the same time,according to the specific situation of the implementation of the system,some secondary indicators were designed to ensure the authenticity and effectiveness of the entire evaluation system.Based on the author's state-owned enterprises and subsidiaries' implementation of the content and characteristics of this system,on the basis of investigation and research,it is found that the state-owned enterprise collective decision-making system is insufficiently democratic,the sustainability needs to be further developed,the effectiveness needs to be strengthened,and the satisfaction should continue.Improve other aspects.At the last,based on the evaluation of the implementation effect,the suggestions and countermeasures for improving the collective decision-making system of state-owned enterprises are put forward.
