Trustworthiness And Trust

The core task of this paper is to build an analytical framework of the theoretical research on policy implementation by relying on the theoretical tools of trust theory.Its fundamental purpose is to further expand the relevant perspective and enrich discourse system of policy implementation,and then to clarify the influencing factors of policy implementation,for exploring the way to improve the level of policy implementation.In general,the research perspective of policy implementation in different stages still focus on the scope of the policy subject,in order to solve the policy problems and realize the policy goals and then to respond to the public interest or need.The issue of the“subjective initiative”of the target group is not given a sincere concern,and the existing attempt is also based on the assumption of “rational economic person”,and trys to promot its subjective initiative by meeting the individual interests or intrinsic needs of the target group members,the related study lacks a systematic and complete research framework.What should we do in the face of the problem of present theoretical research on policy implementation ? This is the first and most important research topic in this paper.In this paper,the two-dimensional deconstruction of the theoretical research on policy implementation is realized,which is based on the interdiscipinary trust theory.The new analytical framework of the theoretical research on policy implementation should include two dimensions,trust and trustworthiness.Among them,the trustworthiness dimension mainly focuses on the reliability index that(Trustee)the policy implementation itself solves the policy problems and realize the policy goals,and the trust dimension mainly focuses on the subjective trust tendency(subjective initiative)of the target groups(Truster)in policy implementation.First of all,the trustworthiness dimension is mainly committed to the realization of a “due” state of the policy environment,reflecting the essential attributes of policy implementation oriented to the public interest or need.its influencing factors include:1.Ability,which means whether the policy implementation has sufficient conditions and strength(the scientific design of the policy itself and the guarantee of policy implementation)to effectively solve the policy problems and achieve the policy goals and to ensure that the public interest or need can be responded to and met;2.Integrity,which means whether the policy implementation can sustainedly and consistently maintain the impartial treatment for all of the target group members;3.Benevolence,which means whether the policy implementation adheres to the essential attribute of public interest or need orientation.It should be pointed out,that although the analytical framework built in this paper pays attention to the elements of the target group,the trustworthiness dimension should still be regarded as the logical premise of the relevant research on policy implementation,and its dominant position in theoretical and practical work is beyond doubt.Secondly,the first influencing factor of the trust dimension is the cognitive factor,“Personal Experience”.Specifically,based on Maslow's hierarchy of needs,degree of the internal needs of the target group members are dynamicly and targetedly satisfied in the process of policy implementation,determines the level of positive and optimistic trust tendency(subjective initiative).In fact,the implementation of the policy can not accurately meet the internal needs of all the members of the target group.so the theoretical research on modern policy implementation can not only focus on the dimension of “trustworthiness”,but also should concern the dynamic progressive development of the individual needs of the members of the target group.In the process of policy formulation and implementation,a dynamic and targeted balance between the role of “pressure” and the effect of “resistance” should be sought according to the reality of the specific policy environment.through both safeguard and incentive strategies,we should try our best to guide the target group to take the initiative to match its own need progressive level with the intervention degree of policy implementation,so as to maximize the trust resources from the target group to alleviate the corresponding blocking mechanism.Finally,the second influencing factor of the trust dimension is the emotional factor,“Genetic Rules”.which focuses on the influence mechanism of the survival conditions of different trust tendency types of genes.In essence,it is a necessary supplement and breakthrough to the cognitive factor,“Personal Experience”.It needs to be pointed out that the “Genetic Rules”factor here is not the mechanical division based on the so-called “birth”as the time standard,but means the “biological foundation” of human nature continues to play a unique and important role in the process of individual socialization.This paper will adopt a scientific research paradigm to interpret the internal mechanism of this irrational emotional trust characteristics.When it comes to the threshold of policy implementation,its function and influence are as follows:according to the research paradigm of “gene-culture” co-evolution of sociobiology,with the change of the original policy environment and the survival condition of the target group in the process of policy implementation(natural selection),the different trust tendency types of genes begin to drift towards the survival dominant type.Therefore,the influence and change of policy implementation on the survival advantage of the original policy environment of the target group will gradually change the quality and level of the internal trust tendency(subjective initiative)of target groups.In view of this,the country should strive to construct the policy implementation environment of morality and good,to ensure the necessary survival and competitive advantage of positive and optimistic emotional trust and moral trust.It is worth mentioning that the analytical framework of the theoretical research on policy implementation built by this paper includs both the essential attributes of policy implementation oriented to the public interest or need and the subjective initiative of the target group,and actually synthesizes the characteristics and advantages of the“top-down”and“bottom-up”approach.Specificly,this paper focus on the composition of the core element of “target group”,and systematically refine and summarize the variable factors that affect its subjective initiative level,so that the position and weight of this element in the analytical framework of policy implementation has beensubstantially improved and enhanced compared with the past.To a certain extent,it promotes the improvement of the existing relevant research.At the same time,While trying to construct the analytical framework of the theoretical research on policy implementation,this paper also puts forward a unique understanding and cognition of the the trust theory.
