Research On Resistance Of Public Policy Implementation Based On Target Group

As the main body of public policy,target group has always been the important factor during the policy implementation process,even profoundly affected the formulation and execution of public policies especially coupled with the development of civil society,the enhanced political participation and rights of citizens,as well as the increasingly expression of interests.Thus,the implementation process is always impeded by target group,making it become a constant reality.Therefore,the correct understanding of the impact of target group on the implementation of public policy can promote the democratic and scientific public policies,which becomes a project with both theoretical and practical value.Based on clarifying the related concepts,and Smith model,the paper focuses on how the target group impedes policy implementation and its reason.To solve the implementation resistance,as well as establish the scientific and reason policy,this paper selects the case policy of "forbidden motorcycle and limit electric bicycle" in Shenzhen in 2016.As this policy exerts the huge network impact and generates rich public network opinion,on the basis of "Shenzhen traffic police" platform,the paper collects the opinions of net citizens,restores the policy implementation process,as well as the impact of ideal policy,implementation environment,and strategies of the local government on the target group.Then the paper concludes that the impact of expected abilities of local government,recognition of policy and asymmetric information on the attitudes of target groups,thus impeding the implementation process due to the interest,value,environment and reason factors.Finally,this paper puts forward countermeasures to reconstruct an effective way to enhance the effectiveness of public policy based on the view of target groups and build a new harmonious relationship from the aspects of strengthening the authority of policies,improving public expression mechanism and enhancing the target group's confidence in policy implementation.
