In the 21 st century,S City has accelerated the pace of industrial modernization and manufacturing transformation and upgrading.High-skilled talents supply falls short of demand.To meet the demand for high-skilled talents in industrial development,S City has issued a series of related personnel training policies to respond the need for industrial progress.However,the implementation of this policy has not achieved the expected results.Therefore,it is an important task for the government to study the problems and solutions to the implementation of high-skilled personnel training policies.On the theoretical basis of Smith Policy Implementation Model,the thesis comprehensively uses the literature research method,the investigation research method and the mixed research method to explore the implementation problems and solutions of high-skilled personnel training policies,It is of great practical significance to improve the implementation efficiency of the policy and speed up the training of highly skilled personnelThis thesis is divided into five parts.The first part is the introduction of the thesis,it summarizes the domestic and foreign literatures in this field and points out the purpose,significance and innovation point of the implementation of high-skilled personnel training policies.The second part defines the related concepts of vocational training and high-skilled personnel training policies,using Smith Policy Implementation Model as an analytical tool for detailed discussion;the third part describes the status quo of the implementation of high-skilled personnel training policies,and the problems of high-tech talent training policies in terms of policy content,target groups,implementing agencies and environmental factors;the fourth part analyzes the causes of policy implementation problems from the perspective that the policy content needs to be improved,the policy is unattractive,uneven performance of multiple executive subjects and social environment;the fifth part,aiming at the causes of the problems in the policy implementation of high-skilled personnel training,puts forward countermeasures to solve the problems in the following four aspects: improving the policy content of high-skilled personnel training,expanding the policy beneficiaries,improving the ability of the execution subjects and optimizing the policy implementation environment.The innovation of the thesis is mainly reflected in the research perspective.It is still rare to use the Smith Policy Implementation Model to explore the implementation of high-skilled personnel training policies.It is hoped that through this research,the ability of multi-subjects to implement high-skilled personnel training policies will be improved,the speed of training high-skilled personnel will be accelerated,the level of high-skilled personnel training will be improved,and more and better high-quality excellent skilled personnel will be cultivated for industrial modernization and revitalization of the old industrial bases.
