Analysis Of Public Policy Implementation Resistance In Factors Of Target Groups

After China came into its social transitional period,the diversity of value conflicst of personal interests bring new problems and challenges to the government.The current public policyoften blocked and difficult to implementation.Researches in the past only focus on the qualityof public policy issues, policy itself, the execution of policy subject, policy mechanism system, resources and environment, but ignoring the aspect of the policy target group, policy receptors people. And when it comes to the target groups studies, the scholars also lack a in-depth,systematic, specialized research. This article focus the deficiencies of the existing research,putting forward a perspective of policy implementation process model proposed,to explorethe factors of target groups in policy implementation resistance, and to analyse the appearance,causes and countermeasures in policy implementation resistance, combining Guangzhou JinMo policy to make specific analysis.In this article, the first chapter is an introduction, majorly introducing the researchbackground, significance, technical routes and methods, and defining the concept of publicpolicy, policy implementation and target groups. The second chapter introduces theappearance of public policy hindered by target groups from three levels,including the targetgroup classification, the reaction type and performance characteristics of the hindered policyby target groups. The third chapter focuses on the reasons of the implementation of policieshindered by target group, specifically including six factors of psychological factors, emotionalfactors, rational factors, interest factors, environmental factors and the value factors. Thefourth chapter is a typical case study of Guangzhou Jin Mo policy, specific analyzing thepolicy implementation process hindered by target groups. The fifth chapter presentsfour-point policy responses: enhancing policy authority, improving public expressionmechanism, improving benefits coordination mechanisms and benefits distributionmechanism, clearing and coordinating the target value of policies. This paper aims to providenew ideas of policy study,to make some valuable analysis and discussion to solve theproblem of the implementation of policies hindered by target group,to promote the buildingof a harmonious society.
