The Study Of New Western Global Order View

Since Hedley Bull‘s The Anarchical Society was published in 1977,the study of global order theory had become a new focus among the international relations scholars.It can be understood as a holistic arrangement on how the international system operates and manages.The global order reflects the new changes and trends of the operation mode,value norms,actors and framework of the international system.The contemporary global order was shaped and established by the United States and other western powers after World War II.In the second half of 20^th century,it was once regarded as a perfect version of global order by western scholars.However,nearly 30 years after the end of the cold war,the western-dominated global order has emerged serious leadership authority crisis,legitimacy identity crisis and global governance failure.In the context of the revival of great power politics,the western scholars now considered seriously on the problems of the contemporary global order and how to respond effectively to the new realities and changes during the transformation of the global order.Therefore,one central questions this paper focused on the is how the new western global order view to recognize these chanllenges and the prospects of the global order.It concerns on whether and how the western liberal order can be self-corrected,as well as on the China‘s prospects of the global order,which have arised a rich debtabe among different theoretical schools.The new western global order view originates from two aspects.On the one hand,the rise of China and other emerging countries marks a new round of power transfer trends are accelerating.New competitors have emerged and the identification of liberal internatinalism is also subject to the competition of multiple values brought by the rise of the non-western world.On the other hand,the Bush doctrine,the erosion of Trumpism,anti-globalization movement,globalization imbalance and the global governance failure have exposed the severe crisis of the authority,legitimacy and effectiveness of western global order.In the term of new concept and elements,the new western global order view focuses on how western powers and emerging powers will interact in the framework of the global order,how the conflict of liberal values and pluralistic values will be made up,how global governance and multilateral cooperation will move to higher levels and how new leadership authorities,values and governance models can be shaped.With defending liberal values,the new western global order view is a functional revision of the framework of the global order to deal with the current crisis and challenges.On the subject of leadership,the new western global order view emphasizes that the leadership authority of the global order should be open to the emerging powers,and it seeks to establish a new leadership model that the western powers and the emerging powers can shape a coexistence.For the value goals,the tolerant liberalism is the new characteristic of the new western global order view.It supports a new paradigm of regionalism to provide space for the expression of different values.On the legitimacy,the new western global order view proposes to adjust the tension between the west and the non-west in by cultivating a global common norms and strengthening the state autonomy as a new source of rebuilding legitimacy.In terms of effectiveness,the multi-stakeholder model with common but differentiated responsibilitiis among different actors is recognized by the new western global order view as a new way to address global governance failure and global cooperation gridlock.Among these issues,the most far-reaching challenge is the structural pressure exerted on the global order by the power transition,one of the most critical is the interaction and trend of China-US relations.Since then,an important issue is how to evaluate the prospect of global order in this transformation.Is it peaceful or confrontational?Is it still a continuation of western liberal order,or will China and other emerging countries can contribute other new order versions or values?The response of the new western global order view is that,although in the short term,the stability of the global order will face severe challenges from the structural pressure by the emerging powers,in general,global governance and global cooperation norms can help western powers and emerging countries to adjust to each other‘s tense relations.If China and United States can build a benign relationship to deepen mutual respect and strategic trust,joint management to response global risks,they can aovid the thucydides trap and the global order will be more stable.On the outlook,although liberal values are an important pillar of the global order,it is no longer the only value path.The values of global order will show more obvious global and pluralistic characteristics.Non-western countries will become important stake-holders.In a post-westernized world,the prospect of the global order will shift from western dominance to a new form of co-dominance by emerging powers and western powers.This paper can be divided into five chapters.Chapter 1 is?global order and western theoretical debates?,which explores the concept of global order and the arguments by the different western theoretical schools.Chapter 2 is?the connotation of the new western global order view?,which compares the similarities and differences with liberal international order and American world order,the paper analyzes the new characteristics of the new western global order view in the aspects of globalism and nationalism,universality and difference,liberalism and conservatism.Chapter 3 is?the elements of new western global order view?,which discusses the specific content from four dimensions:the leadership authority,the value goal,the legitimacy and the effectiveness.Chapter 4 is?the causes of the new western global order view?,it is pointed out that the reconstruction of globalization process,the internal drive of American political change and the structural pressure of power transfer lead to emergence of western new global order view.Chapter 5 is?thinking on the new western global order view?,which evaluates its rationality factors and deficiencies,the impact of China-US new competition situation to the new western global order view,and some resoponses to its relationship with westphalism,western centralism,nationalism,realism and post-western view of order.
