organization countermeasures Suggestions.These two research methods and ideas are the important foundation for the research on organizational strength in the next stage.However,there is still room for the constraints affecting organizational strength and the way of observation.That said,bridging the gap between the two is likely to be one of the priorities of the future.Although the recent research upsurge of organizational strength originated from the report of the 19 th national congress,the theory has abundant ideological origins,theoretical basis and historical practice.Although Marx,Engels,Lenin and other classical writers did not directly put forward the concept of organizational strength,nor could they provide a direct way of thinking for China's development,their thoughts contained the view of proletarian party organizational strength theory.The thoughts of Marxist classic writers on party branch construction,organization construction,people's historical view and so on are the ideological guide for the proletarian party to strengthen the construction of organizational strength,and have practical significance for the practice of the communist party of China in the new era to improve the organizational strength of primary party organizations.On the basis of Marxist theory,the Chinese communists combined it with Chinese practice,creatively developed Marxism,and formed the theoretical system of socialism with Chinese characteristics.During the various periods of the party's revolution,construction and reform,party and state leaders issued a series of statements on the construction of organizational power,which laid an important foundation for the formation of the major proposition of organizational power at the 19 th national congress of the communist party of China(CPC).On the basis of its own theoretical inheritance and innovation,the party summarizes the latest discourse expression of the party's "organizational strength",which provides discourse support for guiding practice.After the 19 th CPC national congress,the CPC central committee with comrade Xi Jinping at its core further expanded the topic of organizational strength,pointing out the direction for the development of party organizations at the grassroots level.In the new era,under the macro background of continuously promoting the major strategic deployment of comprehensively and strictly governing the party,the whole party has carried out the mass line education and practice activities with the main content of being pragmatic and clean for the people.Since the reform and opening up,the construction of party organizations in urban streets and communities has gone through three stages: preliminary exploration,comprehensive promotion and new starting point.The central committee of the communist party of China(CPC)continued to strengthen the deployment of the construction of party organizations at the city level.Through continuous theoretical innovation and scientific practice,the party organizations in the streets and communities have made more reasonable and precise provisions on team building,organizational structure and main responsibilities.Shanghai since the 1990 s,formed in the course of exploration to the characteristics of "the cohesion project" for the gripper form of party construction,on the basis of gradually build up the "1 + 2" street community party construction system,the "three-thirds system" community party construction management mode,these both innovative and practical way of practice,for were selected for observation,supplemented by official documents and other relevant materials,as well as in-depth community,to interview and observe the situation of community party organization,and to discuss and analyze the factors affecting the organizational strength of current urban community party organization.Mainly there are three types of residential communities in Shanghai,they have their own characteristic also has universality,after a preliminary investigation and comparison,finally decided to choose four community for further observation,respectively is: an experienced by poor positive "fundamental" to reverse the large community,urban old housing community,a city has its own characteristics of pure commercial housing community and a with the first three parts characteristics of suburban residential community.In these four communities,the organizational strength shows a trend of different strength and polarization.Combined with theoretical and practical perspective,the community party organization stronger organization ability mainly with its own organization construction,functions of the party construction,and spread in the community culture and establish the authority of the party,such observations,make up the analysis framework of the factors influencing the organization improve,not only correspond to reality,and the connotation of the exerting its support from the inside to the outside.The advanced culture of the party is the value support of the construction of the party organization,which provides a solid spiritual force for the construction of the service-oriented party organization and the dissemination of surgery.Culture is the driving factor of party and country construction.In today's sustainable economic and social development,some wrong value orientation and decadent culture constantly impact the advanced culture of the party,bringing harm to the cause of the party and the country.In the urban grass-roots level,the party organization must continuously spread outstanding party culture,in order to resist all kinds of wrong value orientation and decadent culture,form a cultural system with the party culture as the core,and form a fundamental force to promote the development of the whole society.Through the dissemination of culture,the benign interaction between the party culture and other excellent cultures is formed in the community to promote the organizational strength of the party organization.From the perspective of party authority,it is mainly a question of building a community with party organization as the core.In the face of the atomized society,the party organization needs to build up the image of authority and bridge the divided society.Lack of identity community is difficult to keep up with the pace of the construction of the party organization,the development of the party organization is also lack of strong support,which forms a trend of marginalization.Therefore,whether party members or the masses,strengthening their sense of identity is the fundamental to establish the authority of the party.From the perspective of community,it is necessary to form a space with the authority and core of the party organization through the construction of physical space,organizational space and relational space,so as to effectively improve the organizational strength of the party organization.The promotion of organizational strength needs to break the train of thought effectively.First,the enhancement of team building and organizational structure optimization is the main content of organizational construction,and also the basic premise of other ideas.Only by selecting excellent and strong leaders of the party organizations can we provide sufficient manpower support for the expanding coverage of the party organizations and meet the reasonable expectations of the party central committee and the community.Second,strengthening functional construction is the basic way for party organizations to carry out effective services.Internal supervision,management and standardization,external service integration and mobilization are the focus of community party organizations' functional construction,as well as the important content of organizational strength improvement.Third,the party culture has the lasting power to influence the community,and the promotion of party culture,resistance to decadent culture and the dissemination of science will provide the fundamental spiritual support for the cohesion of the community,especially for the construction of community-level service-oriented party organizations.Fourth,under the construction of party authority,the party organization will lead the community to realize the effective promotion of active and collaborative.Although there are many ideas to solve the organizational strength problem,but these ideas are the current and a future period of urban
