With further balanced development of compulsory education,how to make effective supplements of the rural teachers is of realistic significance,and the further enhancements of policies about it have become an important issue,which get the top-level concerns of our country.With the use of field surveys and interviews in seven counties(or cities)of Hubei Province,with the collection and arrangement of historical materials,and with the application of the labor market supply and demand theory and the policy evaluation theory,this paper studies empirically about the supplement policy of rural teachers by mixed methods.The whole paper includes 5 parts:The first part is the introduction.First of all,the leading-in of actual problems introduces the origin of the research.Then the aim and meaning are presented.What's more,a boundary is set for the key concepts.Additionally,it analyses and comments the present situation of the related research home and abroad,At last,it systematically shows the research's process of designing,selection of methods and arrangement of structure.The second part is the theoretical basis of the study.This part provides the theoretical support on validity analysis of rural teachers' recruitment policy.Provided rural teachers' recruitment is closely related to the situation of supply and demand of the teacher labor market,supply and demand theory of labor market plays an important role in theoretical basis.Meanwhile,the systematic analysis on policy effectiveness requires the analytical framework and valuation model of policy evaluation theory.The third part is the historical analysis on the effectiveness of the rural teachers' recruitment policy and mainly based on the chapter three.This part sorts and analyzes the historical progress of rural teachers' recruitment policy which implemented in 1949 in three hands.The first is to analyze the development characteristic and influence factors of rural teachers' recruitment policy in various period.The second is to sort out the main evolution skeleton of rural teachers' recruitment policy and analyze the evolution rules.The third is to analyze the effectiveness of rural teachers' recruitment policy in various period and summarize historical experiences and lessons to provide beneficial references to present and future adjustment of rural teachers' recruitment policy.The fourth part shows the empirical research of rural teachers' recruitment policy and is based on the chapter four and five.This part will take a systematic analysis on effectiveness of the rural teachers' recruitment policy in macro and micro way respectively.Chapter four is the analysis at macroscopic level.It mainly studies the productive results of the supplementary policies of teachers in rural schools.The research shows that the scale and structure of teachers in rural schools have been replenished and improved.The communication between teachers in urban and rural areas is being boosted through practice.However,the fact that it is rather difficult to introduce teachers to rural schools can't be overlooked.The practical effects of the flow of teachers should be enhanced effectively.Chapter five is the analysis based on microscopic level.The actual results of supplementary policies of rural teachers can be revealed through their teaching status.The study indicates that specially-contracted teachers respond positively on their willingness for being teachers.Many positive changes have taken place in the basic image of rural education by introducing new teachers.However,the teaching attitudes and stability of specially-contracted teachers are not satisfying,which exerts impacts on the implementation effects of relevant policies.The regression analysis suggests that the subjective factor is the major factor which influences teachers' comprehensive satisfaction towards teaching.Apart from these,workload,local adaptation as well as professional attitudes are important factors influencing their job satisfaction.The fifth part will make suggestions to the basic conclusions and policies of the research.This research points out that in order to increase the effectiveness of supplementary policies of rural teachers,many measures can be adopted.Firstly,nonmaterial measures should be put emphasis on,compensation mechanism of rural teachers should be established reasonably and the long-term introduction should be combined short-term substitution.Secondly,the positive roles of substitute teachers should be fully played,the cultivating and supplementary model of localized teachers should be developed,and the admittance standards of relevant policies should be lowered in order to expand the sources of teachers.Thirdly,attention should be paid to specially-contracted teachers,marriage and efforts should be taken to reduce the academic burden of specially-contracted teachers as well as improve the construction of training system.Fourthly,the improvement should be made in relevant security system and evaluation mechanism of teacher exchange.
