Policy preferences are the expectations of choices of subjects of policy for their interests. In the process of teachers' recruitment policy, as the subjects of policy, the Departments of Education have its qualification restriction and selection path preferences, and the candidates have preferences of job selection and taking examination. The result may be attributed to the interaction of these preferences.Overall, there are discipline and region differences in teacher recruitment number.Recruitment policy designs, adjustment of education resources, discipline policy and the university entrance exam are the influence factors of the teacher recruitment of N city. Because of the different requirement of different schools or the Departments, the result presents stratification characteristics, at the same time, the education background of new teachers are also imbalance in different regions.Specifically, there are four preferences in teacher recruitment policy. Firstly, the Departments of Education have its qualification restriction and selection path preferences. In terms of the qualification restriction, taking local government interests, establishment policy and so on, normal school students and postgraduates with professional background are the target policy objects; In terms of selection path, because of the definition and distinguish function of examination, its order is written test before the interview examination, the written tests the knowledge and skill, local culture and responsibility of candidates; the interview tests the teaching ability. School and the Departments of Education can organize the interview, and some high quality schools have more autonomy in the interview.Secondly, the candidates have preferences of job selection and taking examination. In terms of the preferences of job selection, the candidates' decisions are based on their judgments with the repay of teacher career. When choosing a career, they think a lot of establishment, work press,elite school, urban areas, suburban areas. The candidates with locality census, women groups,normal college graduates tend to be a teacher. Normal undergraduate is the majority of the teacher groups. In terms of recruitment examine, candidates have self-moulding preference, so they are trying to practice themselves according to the requirement of teacher recruitment exam. Women candidates have more advantages in the teacher recruitment than men.There are non-education factors and education factors with these preferences. Under the influence of non-education factors, teachers are jobs controlled by administration. In terms of education factors, teacher recruitment has strong knowledge worship, because the standard of the teacher recruitment policy comes from exam-oriented education, and for the candidates, the recruitment examine also is a process of passing the exam. The further changes of teacher recruitment policy in the organization of recruitment, establishment management, examination are needed.
