Under the background of the development of national teachers open recruitment, the system of Qingdao primary and secondary school teachers recruitment has experienced a lot, from general to specific, from scattered to unified. Based on fairness and validity, this study analysises and thinks about the status quo of Qingdao primary and secondary school teachers recruitment. And put forward a new model of recruitment according to this.This thesis mainly studies from the following3aspects:1, analysis the general rules of the recruitment of teachers by content analysis method based on fairness; analysis the process of Qingdao teachers recruitment by the methods of interview and questionair, and then find the implementation of the fairness in the process of recruitment. But we had better think more about the fairness of the recruitment mechanism, the recruitment conditions and the execution process.2,Analysis the contents and forms for both the exam and the interview on the base of validity and then we can get the summary that Qingdao teachers recruitment show good effectiveness in the questions and scope of writing exam and teaching practice.3,According to the status quo of Qingdao teachers recruitment, based on fairness and validity, the thesis constructs a more perfect recruitment model from changing the recruitment system, strengthening the cultivation of the normal education and improving the teachers quit mechanism.
