A Study On China's Teacher Policy

To set up a highly qualified teacher group is a key to a nation's developing the educational enterprise, improving the level of education and training the excellent talents, so it's significant to establish the scientific teacher policy and enforce the building of teacher group. This research is to make an analysis of the problems of Chinese teacher policy from an angle of the contents of educational policy. This research not only discusses the theory of teacher policy, But also makes an investigation and analyses of this policy from an angle of education policy, since the founding of P. R. China, especially opening policy. Furthermore, it also discusses the problems and reason in our teacher policy content. Based on this, this thesis presents several suggestions to perfect our teacher policy contents. Therefore, this research shows highly theoretic value and at the same time it's relatively practice-oriented.Besides the introduction, the thesis includes three parts containing five chapters.Part One is Chapter One. It mainly discusses the principles of teacher policy and presents a new view of the teacher policy system, and then expounds the basic contents of this system. And based on this, it makes a scientific demonstration. This thesis shows that national teacher policy system is an organic entity, consisting of teacher requirement policy (TRP), teacher treatment policy (TTP) and teacher management policy (TMP). Of these policies, TRP is the strategic and principled regulations on the aspects of teachers' and individual professional requirement, training, etc. which the Party and the government issue in purpose of satisfying the need of the educational enterprise, enhancing the quality of education development, and guaranteeing the standard of talent training; TTP is the strategic and principled regulations on the aspects of teachers' status, teachers' professional rights, teachers' payment and other welfares according to teachers' professional characteristics and their efforts and contribution, which the Party and the government issue in purpose of stabilizing and enlarging teacher group, improving the quality of teacher group and stimulating the enthusiasm of teachers. TMP is the strategic and principled regulations on the aspects of teachers' selection, employing, assessing and rewards and punishments according to teachers' professional characteristics and the law of teachers management, which the Party and the government issue in purpose of keeping the vigor of teacher group, encouraging the initiative of teachers.
