By the means of interviews,questionnaires and so on,this study focuses on developing and perfecting the social service function theory of sport universities in China.Conclusions:1)The constitution of the functions of the system of sports college and other colleges are no different.Whether any sports college,the relationship between its functions is both interrelated,but also independent of each other,under certain conditions,or the shift.When the three coordinated development and reach certain checks and balances,the impact is positive;when too much emphasis on the development of any of the other functions,both emphasize the social service functions or any of the other two functions,the effect is negative,and,for college to play the overall function is extremely unfavorable.2)Development of social service function of the institutes can be divided into three stages:"stage of fully serving the national needs(1952-1976),self-exploration stage in the background of Chinese reform and opening up(1977-1998),active exploration stage conforming to the development of colleges and universities(after 1999)".3)Social service of our institutes can be divided into personnel services(adult education,personnel training,etc.),technology services(high level sports teams service," university-university"service and " university-primary and secondary school ",etc.),information services(academic lectures,expert consulting,etc.),material resources and cultural services(school facilities services,cultural construction services,etc.).4)Currently,the main problems of social service function of sport universities are:(1)Biased conecept of social service function.There are 8 arguments,such as“Low capacity”and“No nocessily”;(2)Low level of social service:Majors in sport universities fail to meet the social requirements;Features of majors are not obvious enough;The level of discipline construction is low;The overall capacity of scientific research is not high and the research applications are low;(3)The imperfect social service mechanism,such as imperfect macroscopic control mechanism,mesoscopic cooperation mechanism and microscopic organization implementation mechainism.5)By means of ISM,it comes to conclusion that the direct restricting factors of our institutes' social service function are:Biased concept,disconnection of majors and social requirements,low research application;The indirect restricting factors are:Low level of scientific research,restricting school autonomy;The deep restricting factors are:Low level of discipline construction and imperfect legal system.6)To promote optimization of social Tunction,the study put forward strategies:(1)Values of social service function must be right;(2)The functional orientation of social service must be clear;(3)A sound social service mechanism must be established.7)The evaluation standards of the institutes' socila service function have to follow principle of combining the universality and particularity,principle of represent at ion and principle of clear orientation.On the basis of these principles,the study constructs an evaluation system framework for social service function which consists of 4 first-level indicators,9 second-level indicators and 29 third-level indicators.
