Bearing “China Dream”,the sacred mission of reviving this great nation,higher education is the engine and accelerator to realize knowledge innovation and scientific achievements – productivity transformation,as well as the important front to cultivate and bring up constructors and reliable successors of socialism.The present problems existing in China's higher education resource allocation are insufficient resources,uneven distribution,obvious contradictionsbetween resource supply and demand,insufficient function of market mechanism in education resource allocation,etc.With deepening of economic system reform,the reform in education field needs to be strengthened in order to further excavate the value and potentiality of the resources allocation.An effective promotion of higher education resources allocation will not only meet the urgent demand of improving higher education quality and equity,but also the goals of the deepening comprehensive reform of education presented in the Third Plenary Session of the 11 th Central Committee of the Chinese Communist Party.Higher education resource allocation is a complicated system.Based on the theoretical and status analyses,this paper establishes the evaluation index system and mathematical modelwhich are validated with the actual allocation of higher education resource in some a province,so as to acquirethe greatly effective key indicators and make them the constraints for the development of colleges and universities.Comparative study of resource allocation in higher education at home and abroad shows that the resource allocator becomes more diversified,and the market mechanism plays an important role in resource allocation.This research resultwill laya theoretical foundation for the establishment of a higher education resource allocation constraint mechanism while putting forward countermeasures and suggestions to optimize the allocation of resources.The main points of this paper are as follows:A.A systematic analysis on higher education resource allocation in developed countries.Through a comparative study of the current higher education resource allocation between Chinain economic transition period and countries with developed market economy such as the United Kingdom and the United States,it defines the reform direction of national higher education resource allocationas: Change government functions and practice a macro management of universities and colleges mainly by administrative means of legislation,government funding,information services,quality monitoring and evaluating supervision,etc.;Gradually realize the elementary effects of market on higher education resource allocation.B.Construction of an evaluation index system for resource allocation in higher education.Analyses are given on the evaluationaims and contents of higher education resource allocation and proposes evaluation methods and quantitative modelson the basis ofresource allocation,public evaluation,and education equity,etc.;Proposals are made on the evaluation system's target layer,criterion layer and schedule layer through analyzing the behavior structure of resourceallocation;With a systematic organization and induction of the higher education resource allocation practice in our country,an evaluation index system of higher education resource allocation is constructedby taking human resources,material resources,financial resources,knowledge resources,and scientific research as the object of the present stage of higher education resources which includes 5 first gradeindexes,13 secondgrade evaluation indexes and 38 third grade evaluation indexes.With related statistics from 2008-2012 in Henan Province,analyses and evaluation are carried out on the concerned factors in the constructed index system and the key indexes factors influencing resources allocation in higher education are finally acquired by the improved antcolony clustering information entropy analysis method,the CRITIC weighting method and the principal component analysis method.C.Construction of GMAE constraint analysis model for higher education resource allocation.Based on the American educator Clark's “Triangle Coordination Model”(1983)which includes three functioning factors----government power(government),academic authority(university)and market(society),it initially points out that public evaluation as “the fourth power” plays an important role by exerting an increasingly outstanding effect in higher education resource allocation and becomes the main body of it.By means of symmetry information supply and moral guidance,this role will be maximized in the allocation of educational resources.D.Establishment of the constraint mechanismfor optimizing higher education resource allocation.Constraint mechanism of higher education resource allocation is divided into exogenous constraint mechanism(government and academics),and endogenous constraint mechanism(market and public evaluation).The regulative effect of the government constraint works mainly through institution designing and policy making;the academic effect of university constraint works mainly through the scientific management of resources;the fundamental role of market constraint works mainly through the supply and demand relations of market mechanism which also determines policy making,specialty setting-up and funds flowing.E.Presentation of the countermeasures and suggestions for optimizing the higher education resourceallocation.One initial step is to innovate the top institutional design to optimize resource allocation which will follow the principles of fairness and equity,functioning by market mechanism,proper treatment of the relationshipbetween government,market and colleges.Another is to establish an optimized mechanism for resource allocation by setting up a sound human resource mechanism for talents recruitment,scientific evaluation,effective motivation and reasonable mobility;a compensation system of higher education cost subsidized mainly by government funding,and supplemented by university,individuals and the society;an effective allocation for material resources in multiple channels and ways such as project configuration,market competition,resource sharing and benefit evaluation,etc..
