Since China’s reform and opening up, the education level has grown rapidly,butshould not be overlooked, education problems still exist, especially the problem ofallocation of educational resource. China’s education resources in the configurationprocess, there is an imbalance, serious loss of unbalanced development of the state ofresource utilization efficiency, educational opportunity, educational conditions and theprocess of education unfair. While the area of higher education resource allocationimbalance in China’s education resources allocation is particularly severe in nonequilibrium. Therefore, the higher education resource allocation efficiency evaluationof non equilibrium and the influencing factors of the non equalization of regionalfocus, China’s higher education resource allocation imbalance.On the basis of educational economics principle, the integrated use of themethod of combining theoretical analysis and empirical analysis, studies the regionalhigher education resource allocation imbalance problem. Firstly, this paper expoundsthe allocation of higher education resources of non equilibrium theory, and then thedescriptive analysis of the imbalance of regional resource allocation of Chinese highereducation, and put forward the factor of non equilibrium effects; then uses the DEAmethod to analysis the area of China’s regional higher education resources allocationdisequilibrium of efficiency evaluation, and empirical analysis the region of highereducation resource allocation effect of non balanced; finally, according to the resultsof empirical analysis, put forward the corresponding policy recommendations.The main conclusions of this paper are:(1) on the whole, Chinese highereducation resources allocation is unbalanced, and the non equilibrium may last for aperiod of time. Factors affecting China’s regional higher education resourcesdistribution mainly includes the level of regional economic development, populationgrowth, education expenditure, education expenditure, but these factors the differentregions of different roles.(2) area in different regions of China, higher educationresource allocation efficiency difference. The more developed the economy, resourceconditions are relatively good area of its input and output is relatively effective, on thecontrary, the allocation of resources economy is not developed, resources shortagearea relatively invalid. While the area because of funding for education resourcesrelatively invalid input caused by insufficient output deficiency. Therefore, can improve the efficiency of resource allocation through improving resource inputcombination.It is different from previous studies, this paper uses some standards to partitionthe31provinces and cities in China, on this basis, the evaluation of regional highereducation resources allocation efficiency and analysis of the non balanced allocationof higher education resources is non balanced effect, to reduce the loss of efficiency,improve resource utilization efficiency, enlarge the educational fairness has animportant theoretical and practical significance.
