Research On The Efficiency Of Higher Education Resource Allocation In Northeast China

China’s economy has shifted from a stage of high-speed growth to a stage of highquality development.To transform the development model,improve the economic structure and promote high-quality economic development,we must fundamentally rely on education,science and technology and human resources.At present,China’s higher education is gradually entering the stage of popularization.Only by optimizing the allocation of higher education resources and promoting the modernization of higher education governance system and governance ability,can the allocation of higher education resources play an important role in high-quality economic development and governance modernization.As socialism with Chinese characteristics has entered a new era,so has the revitalization and development of Northeast China.Optimizing the allocation of higher education resources is the prerequisite for improving the quality and scale of higher education in Northeast China.In order to realize the comprehensive revitalization and all-round revitalization in Northeast China,higher education resources are urgently needed to consolidate the foundation of science and technology and talents.It is urgent to optimize the allocation of higher education resources in Northeast China to improve the quality of talent training,improve the level of human capital,promote the benign interactive development of higher education and regional economy,and enhance the regional innovation ability,so as to promote the adjustment and upgrading of regional economic development and industrial structure.Based on the comprehensive revitalization strategy of the old industrial base in Northeast China,basing on the existing research results of domestic and foreign scholars about the education resource allocation efficiency evaluation and its influencing factors,it combines the higher education resources allocation efficiency related concepts and theoretical basis.Firstly,it adopts descriptive analysis,comparative analysis and other methods to make a systematic analysis of the current situation of higher education resource allocation in Northeast China.Secondly,by adopting the panel data of Liaoning,Jilin and Heilongjiang provinces in Northeast China from 2009 to 2018,the DEA-BCC model and Malmquist index method are used to measure the allocation efficiency of higher education resources in Northeast China.Meanwhile,the Tobit regression model is used to analyze the influencing factors of the allocation efficiency of higher education resources in Northeast China.Finally,the following countermeasures and suggestions are put forward to optimize the allocation of higher education resources in Northeast China:accelerate the Northeast Revitalization and realize the resonance between higher education and the Northeast Revitalization;further optimize the industrial structure and form a pattern of collaborative innovation between industry,teaching and research and science and technology;improve the setting of administrative divisions and promote the development of metropolitan areas and county urbanization;strengthen the management of teachers in colleges and universities and comprehensively improve their scientific research and teaching output;expand the source channels of funds and promote the reasonable and fair allocation of funds for higher education;promote the development of education at all levels and lay a solid foundation for expanding the capacity and improving the quality of higher education.
