The modernization of ethnic regions cannot realize without talent,therefore,nurturing talent of high-level ethnic minorities is the new mission in the new century.Ethnic regions and ethnic minorities education is facing the dilemma of both shortage of the talents and especially the high-level talents.Implementing the “double less”policy for graduate students of ethnic minorities in China and giving the companioning corresponding financial allocations is an important supporting measure of high education for ethnic minorities.The measure aims to improve the level of education in ethnic minority areas;promote economic and social progress of the ethnic minority areas,and to ease the conflicts between the central and western regions that caused by unbalanced development.In accelerating the development of national education background,analyzing the “double less”policy for graduate students of ethnic minorities in China,which is better to carry out the policy objectives of "double less" policy,and also has important theoretical significance and practical value for the educational development and progress of graduate students of ethnic minorities and and even for the national stability and unity and social development of the entire ethnic regions.This paper takes the historical evolution,the current situation of implementation,and the policy reformation as the main line of development and takes the stakeholder theory as the entry point.Then the author systemizes and summarizes the history condition of the national education policy and the “double policy”for graduate students about talent selection since the the founding of new China,according to the existing research results.Based on the investigate of four types of stakeholders to the "double less" admissions policy's direct benefit——plicy sponsors?Policy on the demand side?Policy educators and policy educatees.Choosing all grades of graduate students from Four national universities to be the Questionnaire and related interview object,including Northwest University For Nationalities,Yunnan University for Nationalities,Guizhou University for Nationalities and Southwest University for Nationalities.And combined with visiting and investigation of directional regional sponsored unit,Studying the reform and development about the “double less”admission policy from Angle of the education policy analysis theory,rawls justice theory,marxist theory of national equality and stakeholder theory multidimensionally.Finally comprehensiving full text analysis,extracting the main research conclusions,and putting forward some countermeasures and Suggestions aimed at the social problems and education problems appeared from reform and execute the “double less”policy for graduate students of ethnic minorities in China.This paper argues that,from the perspective of the history background of the policy,whether in postgraduate entrance examination system of the ethnic minorities,or other social systems are produced along with the development of society and the progress of mankind,is the result of human behavior,the system itself is not entirely man-made,it is must abide by the norms and standards of human behavior.Our country graduate student "double" less as a system of formal admissions policy,also is the core of ethnic higher education examination system and an important part of it is in reference to the past minority care policy in the process of derivative,the product of development and adjustment of conscious rational formulation.Study found that the "double" less of postgraduate admissions policy has its special background,and with the talent training concept,economic system,management system and employment system such as the transition of the policy environment and the corresponding reform.From the perspective of the value orientation and the special nature of the policy,the policy of "double less" is one of important national education policy in our country,its value goal mainly is to improve the ethnic minorities to obtain graduate education enrollment opportunity,help minority postgraduate education balanced development,meet the urgent demand for senior specialized talents in national regions,etc.From the education policy analysis theory,rawls justice theory,marxist theory of national equality,the perspective and the stakeholder theory,policy value is also the graduate student education resources multi-stakeholder interests redistribution process,fully show the rationality and legitimacy of the policy."Double less" policy is in graduate student recruit students of minority examinee to take a compensatory education policy and its reform and development has its own particularity.First of all,the policy of integrating flexible adaptability and high seriousness,in the process of implementation of different regions,different status of minority examinee use flexible means of examination,and policy implementation strictly follow the "rules of the game," maintain a high degree of seriousness.Second,the policy of enrollment and employment,there is a special concrete form and diversity,"admit the same conditions,priority","appropriate points and admitted to drop points","individual bear tuition or sponsored unit" and so on a variety of forms,take a unique graduate employment way directional regression principle;Finally,the policy also has timeliness,it is to transition minority culture and education career development needs of special means.When science and technology culture of ethnic minorities overall quality level with the han nationality culture and education level,economic and social development in ethnic minority areas needed for the senior specialized talents resources better complement,the policy will be successful completion of their own historical mission and "retire".From the perspective of the execution effect and improve the countermeasures of policy,the benefit of basically realized the original intention of policy making,the graduate education of national minorities from scratch,from weak to strong,fruitful.This article mainly from the policy of dynamic process dimension to examine policy effectiveness.In the process of execution,due to various reasons there is a problem to be solved to a certain extent,especially showed a certain deviation,due to the loss of the senior specialized talents in western minority areas.Survey found that the main restriction factor is that all the stakeholders of errors occurring in policy implementation and implement,emphasis needs to be promoted,and lack of employment policy and policy supporting,monitoring mechanism and financing guarantee,etc.This a series of problems if not perfect or adjustment mechanism innovation,so the purpose of the "double less" policy will be difficult to achieve,minority graduate education enrollment opportunity also guaranteed hard,minority graduate education will suffer a serious constraint on,policy of comprehensive development trend will be severely affected.The paper research conclusion and policy in the "double" less four types of direct stakeholders and policy development trend analysis,from the system guarantee of the policy adjustment,value guidance and innovation development three aspects put forward countermeasures and Suggestions.The system security level,should establish and perfect the security system of "double less" policy,such as accelerating policy legislation,build monitoring mechanism,etc.;Value guidance level,should be highlighted and the advantage of the value orientation of "double less" policy and faith lead role,implement the principle of national equality and maintain value orientation to keep pace with The Times;Should continuously enrich and improve the innovation and development level,the implementation of the "double less" policy mechanism,expand care form,optimizing grant mode,training mode and so on.
