China is an unified multi-ethnic country.In addition to the Han population,there are 55 ethnic minorities.According to the sixth census data,China's total population is 1.34 billion and the population of the 55 ethnic minority is 114 million which takes up 8.49 percent of the total population.Among 55 ethnic minorities,53 people use more than 80 languages.Over 6 million people communicate through their minority languages.22 people use 28 kinds of characters and nearly 30 million people only use their native language.Due to historical,geographical,cultural,religious and other reasons,both economic and societal development have been unbalanced,and the development of ethnic minorities and education in ethnic areas lag behind.Although CCP and Chinese government adopted a series of supportive measures and great achievements have been made,gaps still exist.According to the latest data released by the Ministry of Education,by the end of 2013,the population of national college of graduate students is 1.79 million which contains 107.4 thousand minority,accounting for 5.99%.The size of the college students is 24.68 million,including 1.84million minority students,accounting for 7.47%.Among 24.36 million ordinary high school students,minority is 2.11 million,accounting for 8.66%.The number of Junior middle school students is 44.40million and the minority is 4.71 million,accounting for 10.61%.Among 93.61 million ordinary primary schools,minority students is 10.41 million,accounting for 11.12%.As can be seen from the data,along with education levels increase,the proportion of minorities is gradually reduced and the population of college and graduate students has been lower than the proportion of the population.Educational right is a fundamental right of minorities which serves as the prerequisite and basis for the realization of other rights.Adequately protecting educational right for ethnic minorities and accelerating the development of ethnic education is an important part of all levels of government administration.Therefore,it is of great practical significance to deeply and systematically analyze the condition of minority education from the perspectives of theory,policy and practice.Analyzing problems and exploring strategies will contribute to the goal as well.This paper systematically summarizes a series of policy implemented for the protection of the right to be educated of minorities since the establishment of new China.The paper also deeply analyzes two typical policies,including the Jiafen policy to ethnic colleges and minority entrance college exams,and provides some ways to modify the policy.Furthermore,the paper compares the situation and characteristics of guaranteeing the right to education of ethnic minorities from the United States,Russia,and India,for their practices of protecting and realizing educational rights of ethnic minorities can provide us an useful reference.Regarding current development of China's ethnic education,problems of different levels of development of ethnic education are addressed,reasons that might impact the current development of ethnic education are discussed,and some suggestions for improvement are provided as well.This paper adopts Data and statistical analysis,Comparative research,Empirical analysis,Investigation method as well.
