In 2006,our country started to implement on Policy of Minority High-level Talents Plan,Referred to as "MHLTP".It refers to the government through the eastern and western regions of high quality educational resources(basically "Double First-rate”colleges and universities)for the western region and other ethnic autonomous areas and other minorities and minority groups to cultivate Han,Education professional knowledge and skills of high-level personnel.The implementation of the policy is conducive to promoting fairness in higher education,promoting economic development in the western region,and making society more harmonious.To study the implementation of the policy of "MHLTP ":to reduce or prevent the deviation of the implementation of the policy;to provide a reference for policy-making departments and policy implementers,groups preparing to apply for the policy,or Students who have passed the policy.Applying the theory of "knowing the ditch",the theory of policy implementation and the theory of educational ecology as the theoretical basis Taking the execution planning of the "MHLTP" policy as the research object,the complex factors affecting the implementation of the policy are systematically and systematically analyzed.Build a theoretical model of policy implementation of "MHLTP",and put forward research hypotheses.Set the "MHLTP" policy,the provincial Department of education,training base,admissions units,minority groups,family of minority groups,employment environment seven first-class dimensions,under the 37 secondary indicators.To 2014 level,2015 level "MHLTP" graduate students as the research object.Using the questionnaire survey on the implementation of the policy of "MHLTP",the results show that:the "MHLTP" policy still need to be perfected.The implementation level of the provincial Department of Education needs to be improved.The training of enrollment units still needs to be strengthened.The quality of the minority cadres needs to be improved.The employment environment needs to be improved.The influence of the minority families is not significant.Most people do not consider it necessary Base training.Using the SPSS analysis of the correlation between the various factors.Establish a structural equation model to analyze the causal relationship between the various factors,and verify the proposed research hypothesis.Conclusion:The factors influencing the implementation of the policy of "MHLTP" include the policy of"MHLTP",the Provincial Department of Education,enrollment units,the minority cadres and the employment environment.Among them,the minority cadres have the strongest influence on the implementation of the policy of "MHLTP".From the perspective of educational ecosystem,the factors that affect the policy of "MHLTP" are summed up as follows:policy system of minority cadres,provincial department of education,enrollment system,minority cadre system and employment environment system.
