Our Country's new curriculum reform started from2001,and now is carrying out on all sides in the entire region of China. Ethnic minority education is a important part of China's Elementary education, but the new curriculum reform's implementation in our Country's ethnic area is still confronted a lot of problems, because Ethnic education is complicated and special, and the new curriculum reform is targeted to all elementary education of our Country.In this article, the writer tries to use related theories and methods form Ethnic Education, psychology and cultural anthropology, aims to explore the situation of the new curriculum implementation in China's ethnic area, then tries to give some feasible suggestions that can also used in China's other ethnic minority. The research chooses Mang city's Fengping town in Yunnan province as the case site, which contains the special actors "little,edge,poor", the research methods are mainly interview, questionnaire, listen to lectures randomly, and observation etc. The research tries to summarize the problems appeared in the implementation and analyze the causal factors based on the description of the present situation of the new curriculum reform implementation in Fengping town, then give some effective and feasible suggestions in the end.The results shows that the new curriculum reform has been almost implemented in Fengping town, the first round of teaching training has finished, besides, some aspects have enhanced, such as:the local teachers'teaching philosophy developed, the schools'facilities and the School-Based Curriculum Development become better and better. However, there are still many problems in teaching practice, mainly included:first, the present Valuation Model are not in line with the teaching principle, and Practical teaching is still hard to get rid of exam-oriented education; second, ethnic area's low teaching-level and students'weak learning foundation is hard to match the new teaching philosophy and methods which is, the teachers and students there are backward compared with the new curriculum's modern ideas and methods, they feel hard to adjust to the advanced new curriculum; third, the contradiction between policy's suitability and the ethnic minority's specificity, the new curriculum reform is not in line with the local actual conditions. Such as some content of the textbook is quite different from ethnic students' real life cause they feel difficult in understanding etc.The research gives some suggestions from evaluation system, policy suitability, curriculum resources and the teaching method etc, and some solutions based on the analysis of the problems above, tries to improve the new curriculum reform's adaptability in ethnic area, and supply effective and scientific theoretical evidences and information services for setting policies for ethnic minorities.
