The issue of talents has always been considered as the core part of economic and social development and a major concern of theoretical researchers and practitioners.The research topic of “development governance of talent” was chosen based on the following backgrounds:(1)the change of global talent competition which propelled by innovation-driven development.At present,the main developed countries in the world have gradually changed their development mode from factor-and-investment-driven growth approach to innovation-driven growth approach.Talents are the foundation of innovation,as a result the innovation-driven growth approach is actually talent-driven growth approach accordingly.Due to the scarcity of human resources,the global competition of talents has become increasingly fierce.Employers are competing for talents not only by compensation,benefit package and career platform but also by all-round and systematic talent development governance system.(2)Reflection on how to develop talent triggered by the emergence of the governance theory.Governance theory has been applied to public affairs management processes since it emerged in the west in the 1990 s.At the same time,the pattern of talent development mode is changing which means the government is no longer the only responsible body for promoting the development of talent.The market often fails in playing its role in talent allocation.The emerging social organizations have begun to participate in talent developing affairs.And talents have become important factors to promote talent development in an independent manner.Therefore,we must rethink the importance of talent development from the perspective of governance.Talent development has ushered in an era of governance.(3)Talent development governance system is necessary in addressing the practical issues of talent development.China’s talent development faces three major challenges: insufficient International talent competitiveness,unbalanced regional talent development and immature future-oriented and high-profile talent development system.We have to deal with these challenges by opening an inclusive system,efficient operation mode and scientific and standardized mechanism,which are main parts of the functions of talent development governance system.(4)The process of talent development and governance is accelerated by the talent system led by the Party.Since the 18 th Congress of the Communist Party of China,General Secretary Xi Jinping has made a series of speeches and instructions on talent development which reflecting the wealth of governance ideas.Based on the background of promoting the modernization of the national governance system and governance capability,how to construct a talent development governance system that meets the requirements of innovation-driven development and promote the full implementation of the strategy of strengthening the country with talents has become a top concern in the current practice and theoretical research of talent development in our country.In particular,the “Opinions on Further Reform of the System and Mechanism of Talent Development” issued by the Central Committee of the Communist Party of China in February 2016 which sets out the plan “to build a scientific,standardized,open,inclusive and efficient talent development governance system” has specified the guideline for theoretical research and practical exploration of talent development governance,and talent development governance began to receive more attention from all sectors of the society.These major changes highlighted the importance of talent development governance and set stage for talent development governance.This research is significant in two aspects.Firstly,in theoretical perspective,it has defined the framework of talent development governance system and expanded the research scope of governance theory by considering the issues of talent development by analyzing the history and characteristics of talent development governance in accordance with governance theory.Secondly,in practical perspective,it has proposed how to set up China’s talent development governance system based on case study of China’s talent development governance and systematic analysis of the practical dilemma in China’s talent development governance in accordance with the strategy of talent-driven development,in order to provide information basis for the modernization of China’s talent development governance system and governance capability.This research is carried out by literature review,comparative study and field investigation.Firstly,the concept and current research of talent development governance are reviewed by literature review,the research focus is determined and the theoretical basis is analyzed.Secondly,the talent development practices of 12 countries with different systems at different development levels in different regions are identified and compared in order to figure out the basic principals of talent development governance system.Thirdly,the way to construct the system of talent development governance in China is proposed based on the detailed study of the cases of high-profile talent development and field investigation and interview from the villages,industrial parks,enterprises,universities and research institutes of 15 counties and cities in 3 provinces.This dissertation consists of four chapters except introduction and conclusion parts:Chapter I “Overview of the Concept and Ideal Vision of Talent Development Governance” which defines the ideal vision of talent development governance in a multi-centered,multi-level structured and multi-connected system to carry out the research in the exact field involved based on the analysis and review of the development background and history of the relevant concepts,the elaboration and definition of the core concepts of talent,talent development and talent development governance referred to in this research,and preliminary description of the overall characteristics of talent development governance.Chapter II “Theoretical Basis and the Best Practice of Talent Development and Governance”,which(1)discusses and elaborates the role and significance of the human capital theory,innovation theory and governance theory in improving the theory of talent development governance and guiding the practice of talent development governance based on analysis of these theories which could support the research of talent development governance,(2)introduces the governance ideas in the process of talent development abroad by analyzing,reviewing and comparing the history of talent development in 12 countries,and(3)outlines the basic characteristics of talent development governance abroad from the perspectives of governance subject,governance mode,governance capability and governance system.Finally,the paper outlines the common best practice of talent development governance in major developed countries of the world to identify the law of talent development governance.Chapter III “China’s Exploration and Theoretical Reflection on Talent Development Governance” which identifies the dilemma of indefinite governance objectives,unreasonable governance system and poor governance environment faced by China’s talent development governance and the necessity to meet the requirement for free and all-round development of talents,the construction of an innovative country,the modernization of national governance system and governance capability,and the establishment of a world community of destiny by China’s talent development governance based on reviewing the history of China’s talent development governance since 1949 and the study of four cases of talent development and the practice of talent development governance in Jilin Province.Chapter IV “The System Framework and Construction Path of Talent Development and Governance in China”,which puts forward the necessary framework of talent development governance in our country based on the above-mentioned research,outlines the objectives,composition and characteristics of talent development governance system in our country,and further elaborates how to build China’s talent development governance system by laying sound foundation for operation,enhancing capability building and improving the operation mode.The innovation of this dissertation are illustrated as follows:1.It tries to elaborate the concept of talent development.Scholars have discussed the concept of “talents” more frequently than term of“talent development”.It puts forward the concept that “talent development is the sum of many public affairs including talent self-development,talent capital appreciation and talent career progress” by surpassing the semantics-based understanding of “talent development” based on analysis of the development history of the concept of talent development and comparison of the concepts similar to the connotation and usage context of talent development in history.The definition of this concept is helpful to accurately define the research category of “talent development governance”.2.It creatively analyzed the characteristics and best practice of talent development governance in major countries in the world.Through the discussion of talent development from the perspective of governance,this paper systematically analyzes and compares the talent development practices of 12 countries in different regions with different systems and different stages of development from the perspectives of talent competition strategy,talent cultivation and development,talent introduction,and talent laws and regulations,and outlines the typical laws of talent development and governance such as diversity and coordination of governance subjects,legal and normative governance methods,modern and scientific governance capabilities,three-dimensional and efficient governance structures,etc.It also elaborates the government-led macro decision-making mechanism,smooth inter-departmental cooperation mechanism,and diversified investment mechanism of talent funds,organic combination of market-oriented operation and national strategy,and the whole chain talent development system from the perspective of system operation.No scholars have ever dealt with the characteristics and best practice of talent development governance before.3.It tries to analyse the practice of talent development in China by the governance theory and divides the development process of talent development governance in our country into four stages on the basis of literature research: basic accumulation stage,embryonic form appearing stage,pattern accelerating construction stage and system forming stage.It also identifies the governance concepts and methods such as intergovernmental cooperation,reshaping the role of government,mercerization of public services and multi-centered governance,thus making a scientific judgment on the practical difficulties and trend requirements of talent development in China by studying four cases of talent development at national,regional and organizational levels titled “cooling the battle for talents”,“balanced development of talents among regions”,“promoting the commercialization of scientific and technological achievements of talents” and “optimizing the ecology of talent development” respectively through both the literature research and field survey.The division of the development stages of talent development governance and the analysis of talent development governance cases in the study are innovative,which have certain significance for scientifically and objectively judging the status of talent development governance in China.4.It has put forward for the first time of the framework and the approach to establish the talent development governance in China.Based on the analysis of International and domestic talent development governance practices,this paper explains the issues of “what is” and “how to do” in China’s talent development governance system,generalizes China’s talent development governance system as a network governance with “scientific and standardized,open and inclusive,efficient operation” as its goal which consists of “leadership mechanism coordinated by the Party committee”,“operation mechanism guided by policies”,“power mechanism for market allocation” and “safeguard mechanism for governing the country according to law”.It also systematically discusses the countermeasures and suggestions to promote the construction of China’s talent development governance system through further reform,optimizing ecology,improving information level and strengthening monitoring and evaluation.
