Today, with the development of globalization, the ability of science and technology innovation has become a key embodiment of the strength of a country, and it is the joint point of the development of a country. Therefore, Eighteen CPC National Congress put forward the "innovation driven strategy", driving the innovation as the driving force of economic development. In response to the call of the national "innovation driven strategy", Shanxi province put forward the "innovation action plan". The implementation of the plan needs to give full play to the power of scientific and technological innovation talents. The cultivation and development of science and technology innovation talents can not be separated from the environment, and the environment has important influence on the quality of the development of science and technology innovation talents. The good environment will attract talented people,stimulate the initiative of talent, while the poor environment will hinder the development of talent, resulting in the loss of talent. In order to better motivate the scientific and technological innovation talents in Shanxi Province, to give full play to its role, this paper studies the environment of science and technology innovation talents in Shanxi province from three perspectives, macro, medium and micro, based on the theory of talent environment.In this study, 350 questionnaires were distributed, 297 valid questionnaires and the effective rate was 85%. Using SPSS17.0 statistical analysis tools, the paper makes the descriptive statistical analysis about Shanxi Province Science and technology innovation type talent individual needs and scientific and technological innovation talent environment satisfaction and importance. And on this basis, the paper combines the policy supply environment and individual demand, and determine the main component of the talent environment of innovation of science and technology by using principal component analysis method to analyze the environment of science and technology innovation talents in Shanxi Province. Based on the linear expression of the principal component, the synthetic score model is obtained, and the weight of each index is also calculated by using the comprehensive score formula. Finally by quadrant analysis method with different combinations of the Shanxi Province Science and technology innovation type talent environment are combined and analyzed, according to the results of analysis and policy suggestions.In this paper, through a comprehensive analysis of Shanxi Province Science and technology innovation talent environment. It is concluded that, 1. Shanxi Province Science and technology innovation talents environment satisfaction scores far below the importance, namely environment of technological innovation talents is far from being able to make technological innovation talents satisfied; 2. Among the 20 indexes of Shanxi Province Science and technology innovation talents environment, most indicators belong to the priority Improvement District, which should be paid more attention to. Work autonomy, individual growth, money and wealth, business achievement and unit of interpersonal relationships belong to the Maintain dominant area, which should be continued to maintain. The construction environment and regional environment of urban public infrastructure belong to the inessential region. 3.Enterprises need to improve the salary and welfare satisfaction of science and technology innovation talents in Shanxi Province.According to the research conclusion, this paper puts forward the suggestions to optimize the environment of scientific and technological innovation in Shanxi Province:the government, organization and society should make a collaboration in constructing the technology innovation oriented talent environment system.
