National student loans involve students,banks,universities,and government.As college students concerned,they can solve the problem of tuition and accommodation expenses for poor college students,support their higher education,successfully complete intellectual capital investment,and realize the value-added of human capital.Therefore,national student loans have been welcomed by college students once they are launched.With the continuous improvement of the funding system for poor college students in China,the increasing funding,the increasing application quota of national student loans and the extension of the repayment period,students' demand for national student loans may exceed the tuition and accommodation fees of students,forming excessive demand.How to generate these excessive demand,how to identify and prevent them,and how they affect the default risk of national student loans,and how to carry out early warning and management.Studying these issues has theoretical and practical significance.Following this idea,based on demand theory,overconfidence theory,herd theory,planned behavior theory,behavioral decision theory and information asymmetry theory,this thesis defines the connotation of excessive demand for national student loans,comprehensively analyzes its performance,characteristics,production mechanism,influencing factors,impact on default risk,etc.from the whole process of "policy cognition-the willingness to apply-the formation of the application requirements-the determination of the quota and period-application behavior-the application for renewal of the loan application-repayment",and initially constructs the theoretical framework of the study on the excessive demand for national student loans.First of all,this dissertation defines the meaning of excessive demand for national student loans as: on the basis of family economic support,poor college students apply for,receive approval,and promise to be willing to pay on time for the use of national student loans that are not subject to the tuition and accommodation fees.The direct performance is as follows: First,applicants receive higher scholarships or higher work-study income,combined with family financial support,still apply for national student loans in accordance with the upper limit allowed by the policy when only need a small number of national student loans or even no national student loans to pay tuition and accommodation fees.Second,the applicants have the ability to pay tuition and accommodation fees without paying the fee,and transfers this part of the funds to other expenses and apply for national student loan,which is used to offset the tuition and accommodation fees with the approved state student loan.The excessive demand of college students for national student loans is characterized by non-malicious,non-universal and complex.Secondly,this dissertation analyzes the reason which leads to excessive demand for national student loans is that college students are lack of economic rational thinking in applying for national student loan decision.First,at the policy cognition stage,students do not understand the national student loan policy and have not formed a correct cognition,thus forming an excessive demand for national student loans.Second,in terms of generating willingness to apply,active excessive demand is attributed to students' integrity issues;non-active excessive demand is influenced by cognition and emotional emotions,that is,the impact of policy cognition and preference.Third,in terms of the formation of demand,students,who have a greater preference for national student loans,higher expectations for future income,and a larger number of students applying for national student loans,are more likely to have excessive demand for national student loans.Fourth,in terms of determining the term and limit,one is the analysis of the future repayment ability,and the other is the compensation for the risk of loan application cannot be approved,that is,based on the marginal benefit after the loan(after the event),the student tends to apply for a larger loan when determining the loan amount to reply the possibility that the loan cannot be approved.Fifth,in terms of the application behavior,one is that the university students themselves think that the relevant decision-making has been completed,neglecting the rethinking of the adjustment of the loan renewed quota for the next years;the second is that,the decision-making result and the application behavior are supported by their parents;the third is that,it may be affected by relatives,classmates and other related parties.Thirdly,this dissertation establishes a national student loan demand and loan behavior test model and a national student loan excessive demand test model,using the survey data of 8 colleges' students in Jiangsu Province from 25 provincial-level administrative regions,and measures the existence of excessive demand for national student loans.The empirical research shows that:Poor college students universally have national student loans demand.Parents' educational level,per capita income levels,the number of households receiving non-compulsory education have a significant positive impact on the demand and the behavior of national student loan applications.While,the value of fixed assets has a significant negative impact on the demand and the behavior of national student loan applications.Second,college students have excessive demand for national student loans.School income,alternative loans,loan preferences,expected income,number of applicants,and awareness of student loan policies are the main influencing factors for poor college students to form excessive demand for national student loans.Poor college students in women and non-eastern areas are more likely to have excessive demand for national student loans.The extension of the national student loan repayment period is likely to lead to excessive demand.Finally,this dissertation analyzes the impacts of excessive demand for national student loans on default risk,analyzes the current risk management practices in the implementation of the national student loans,and builds a national student loan excessive demand risk comprehensive prevention system,and puts forward management policy recommendations.Excessive demand for national student loans will increase the risk of default on student loans.Excessively demanding student loans have changed the use of national student loans and created moral hazard.If the student's income is low after graduation,the income is not enough to pay the national student loan's principal and interest,or having no ability to repay the repayment amount due to the excessive temporary expenditure,the student will fall into the trap of over-confidence of repayment ability.And there will be a default caused by low actual repayment ability.It is necessary to build a national student loan excessive demand risk comprehensive prevention system,update the national student loan work concept to help students apply for a suitable amount of national student loans,establish a record system for students' important rewards and other income,and apply for a national student loan.Students are reviewed for family poverty,scholarships and part-time income,to effectively manage the risk of excessive student demand for student loans.Make a good job in reviewing the family poverty situation,scholarships and part-time income of students applying for national student loans to effectively manage the risk of excessive demand for national student loans.Strengthen policy propaganda,conduct economic rationality education,conduct individual consultation on national student loans,strengthen the construction of credit finance ecological environment,and guide students to apply for national student loans scientifically and reasonably to avoid the excessive demand behavior.The dissertation has 8 pictures,36 tables,and 160 references.
