This paper studies the reform of China's current retirement policy.Regardless of improving China's social pension insurance system,labor and employment system,or considering the needs of the people,social harmony and stability,economic development,and actively responding to the aging of the population,studying the reform of China's retirement policy has great theoretical value and practical significance.The research perspectives of related literature are relatively single and narrow.Based on the research paradigm of policy science,this paper is based on the research perspective of multidisciplinary research,from the perspective of policy analysis,using the research framework of policy analysis,adhering to the holistic methodology,quantitative methodology,the integration of history and logic,theoretical research and practice.On the basis of the general research methodology,such as the combination of inspection,normative analysis and empirical analysis,the basic research methods used are mainly literature analysis methods,institutional analysis methods,dialectical logic methods and system analysis methods.The main research results of this paper are as below.First,it proposes China's current retirement policy reform plan.The whole plan consists of a policy-led view,a reformed reality foundation and future assumptions,reform guiding principles,policy issues,policy value positions,policy objectives,policy instruments,policy expectations,and supporting policies.Among them,the policy value position includes the social pension insurance system is more fair,the social pension insurance system is more sustainable,the right to self-employment and the equal employment rights of senior citizens.Secondly,it evaluates China's retirement policy reform plan.The assessment results show that this plan reflects the central government's value position on the issue of retirement policy reform.The plan itself has a high internal logical consistency,good conditional guarantee and responsiveness to the basic needs of policy stakeholders.Third,the main features of the current retirement policy include the complexity of the policy system,a high degree of historical inheritance,strong government intervention,a high degree of binding between retirement and pension,and obvious group differences.Fourthly,it analyzes several "age" concepts related to retirement from multiple dimensions,and finds that the statutory retirement age is widely concerned because its burden is too heavy and involves too many relationships,causing too much change.The main innovations of this paper includes below four aspects.First,the perspective of research issues is relatively new,and the research horizon is relatively broad.The existing literature on the issue of China's retirement policy basically does not deviate from the perspectives of the operation of the social pension insurance system,affecting employment,adjusting the legal retirement age,gender equality,and aging population.This paper adopts the research perspective of policy analysis,based on the multi-disciplinary research perspectives of management,law,economics,social security,and sociology,and reforms many retirement policies that affect labor employment,social pension,civil rights,and individual basic needs.The isolated local information,such as factors,are included in the analytical field of view and comprehensively examined.Second,the analytical framework of a complex social policy has been established,and the idea of planning and evaluating a composite social policy has been opened up.Planning and evaluating a composite social policy like China's retirement policy does not have an analytical framework that is readily available.The policy analysis framework established in this paper,based on the S-CAD method,is an integrated,systematic analysis framework with considerable analytical and explanatory power.It meets the essential requirements of rational policy analysis,but at the same time recognizes and embraces the subjective and diversified value stance of policy analysis.It focuses on and accommodates multi-factor analysis and begins with the analysis of the basic needs of policy stakeholders to construct policy issues.The policy issue of construction is the logical starting point of policy analysis.It analyzes the policy from the perspective of the logical consistency of policy,the implementation of economy,and the responsiveness to the basic needs of policy stakeholders.Under this analytical framework,the supporting policies can be logically and naturally presented so that each supporting policy has a “path to find”.This analytical framework is useful for analyzing general policy change issues,especially for planning or assessing more complex social policy issues.Third,the retired policy reforms presented in the existing literature focus on the adjustment of the statutory retirement age,and the policy issues are vague and the policy objectives are single.The retirement policy reform plan proposed in this paper has clear policy issues,multiple policy objectives,and the reform content is systematic and comprehensive.Different technical schemes for adjusting the statutory retirement age obtained by the existing literature research institutes can conduct academic dialogues with this plan,and even find their own extended coordinates in this plan.Fourth,through in-depth analysis of the “statutory retirement age” and clarifying certain “age” concepts related to retirement,the age-based policy element is reasonably and naturally incorporated into the policy analysis process and policy options,which helps to the overall understanding of the concept of age.And it is possible to make the relevant research no longer entangled in the legal retirement age,no longer confused with "age",no longer limited to "age thinking."...
